Tho expression "AU quiet along the Poto mac," which as often found its way into the public prints during our stay in Washington, is, as far as any great or important movement is concerned, equally applicable to the army on the Peninsula, and therefore I Say, "All quiet on the Peninsula." But the came man tar mind that was 'carrying out great plane while the mass of his troops were lying inert at Washington, is at our head now, and not withstanding the caviling. and sneers Of would-be Generale, pursues the even tenor of his way, and works out his plane as quietly as if he was giving his orders from his race at the capital. Troops are moved so quietly that no one misses them till they are gone. One goes to bed at night with a division pe haps in the next floldt—in the morning nothing remains but the marks of the late encampment. Everything, works like Lai chinery, and though we aro daily driving the enemy before us, there la never any thing more than • slight skirmish between the parties. Night before lest we were formed in line about sundown, and marched some seven miles, and yesterday , a boat three miles. What appears strange is that the farther one goes on the Richmond road, the farther that city seems to recede. When toe miles back it was twenty-five miles from our camp, and now it is said to be exact ly twenty-one miles. I have it from high au thority, however, that it is six miles to "Bot tomless Bridge," where we may expect a fight, and fifteen miles from thence to Richmond; so you see we are well advanced do our road. Last night, as we marched up to our present position, everything seemed to augur a fight. fhe artillery was placed in position and un limbered, the brigade was formed in lino along the edge of a piece of woods, and the men ordered to rest without taking off 'our cartridge boxes. All waited anxiously, ex pecting momentarily to be called on to "fall in." Cavalry scouts were sent nut,. but the enemy had "vemoosed," and left see in peace ful possession- From an old negro I learn that the rebels, to the number pf soventy-five thousand, passed here only day-before yester day, closely followed by Mir advance. His master; a tine looking old. gentleman, is one of the very few sensible .farmeri of Virginia; —that is, he has run the risk of being eaten up by the terrible Yankees, and staid at home, to take ears of hie/farm, one of the finest `1 have seen in the country; indeed, az I once before remarked, I am' struck with the im provement visible, as we penetrate the coun ty. Rich kids of wheat and rye are spring ing up in every direction, while the orchards make one long for • freih, riFs, juicy apple or peach. ' Short: after our halt, a woman gave me a most lamentable picture of the condition of affairs since the rebel army arrived in this vicinity. She said that the eoldiers were utterly law less, taking whatever they could lay hands on without ever offering remuneration. In many instances whole families were left entirely des acute of any means of subsistence.. They have, it is true, crops in the ground, bat how they are to live while these crops: are coming to perfection is a mystery to me. Two prisoners were brought in during the evening, by a couple of our men on the bunt for something fresh, wherewith to tickle their palates. They had been sick, and were left behind in a house. They say ;that they be longed to the Ilth Georgia regiment, and were pressed into the service on the 17th of March. The poor fellows are heartily sick of a sol dier's life, and ray they will never be caught iu sueh a scrape again. According to their statement the rebel army is in a state of utter demoralisation. They are discouraged, offi cers and men openly expressing the cowrie tion that the Yankees will whip them at last. Whenjmen get worn out, or wore taken sick, the officers treated them with great brutality, telling them to stay behind, for the Yankees would kill - them any way, and It toads no dif ference if they did die. They seemed to be surprised at the number of men we have, and said that they (the enemy) hadn't near as many. The poor fellows were emaciated terri bly, having been sick for some time. General Couch, - after interrogating them, gave them into the hands of the Brigade Surgeon for treatment. Taking the reports of all—soldiers, citizens and negrues—l have come to the conclusion that the rebels consider their cause desperate, and will make no more stands if driven away from Chickahomlny, if oven they stand there. The prisoners mentioned above leem to think that their stand at that place will not amount to much, for they say the troops are "marched to death," and "won't have Much heart to fight when they see how many men youv'e got." One thing is certain—a battle is imminent. It may occur to-day ; it may 000 . 111 . to-morrow 7 but come it will, I venture to - peophosy,within a week. It seems that the enemy being surprised by our ad•_ Vance, yesterday morning, iapposied that we' were coming in force, and: drew up in line of battle to receive us, but, finding that we didn't ceme,,they turned and continued their retreat. The very popular by-word, "they say," Is peonliarly current in camp at this time. Thousands of rumors are continually flying from to mouth—" Richmond is occupied, by 'Ranks and McDowell ;" "Oen. Johnson is taken prisoner;" "The rebels have asked for a treaty of peace, offering to return to their allegiance," and the latest is that the "Mon itor and Naugatuck have taken possession of Richmond." Those are a source of great amusement to the boys, and many are"taken la" by, reports that had: their 'origin within the limits of our own camps. have noticed that some of the Pittsburgh paper have published an incorrect list of the killed'and wounded in our regiment. I would say that the list furnished to your paper in my letter of the Bth inst., is entirely correct, and none differing from It Is so. The Conflict between the Civil and A dispatch from Washington to the New York Tribune gives the following full account of the late excitement there : You will have received the particulars of the conflict between the civil and the military authorities, resulting In the incarceration of two eminent pro-slavery lawyers, a deputy marshal, a jailor, and aeveral sentries, and the release of a poor black woman. The par ticulars of the difficulty are these: General Wadsworth hoe from time to time given passes to fugitive blacks frons"Virginis, showing the bearer to be under military protection. When olaimarits.of fugitives from Maryland began to make application to Marshal Lamon, he promised Gen. Wadsworth not to return any holder of one of these military proteotione without advising him, that he might examine into the merits of the nage and see, whether it came under the ant of Congress of the last ermine, freeing certain eleven of rebels. Col. Lemon, however; returned several bearers of military protections, without ap prising Gen. 'Wadsworth ; and, on being re minded of his promise, sent word in cases too late to enable the Military Governor to in terfere. TERMS: Among those whom Lemon thus returned In disregard of hie agreement, but under the advice, as is understood, of a lawyer, are !sev eral whose services to the Government, in its operatione rgainet the rebellion, have been very valuable, being In one case estimated as . worth to it at lout $lOO,OOO. It seeming necessary to settle the question once for all, General Wadsworth last night instituted proceedings to test the right, taking the case of a woman who was in jail awaiting the order remanding her to her owner. Since the arrests and counter aunts of last night General Wadsworth hos released the Deputy Marshal and jailer, whlf remained in his hands, and hu also examined into the merit of the case of the fugitive black now hold In jail. The oonfliet between the military and civil authorities last night gee* out of the fact, as is generally represented, that a squad of sol diers went to the jail for the purpose of effect ing the release of a colored woman, alleged to be under military proteotion, and who had been sent thither by- virtue of the decision of the Commiesioners under the Fugitive Slave Law. The jailer, Milbtirn, and Deputy Mar shal Phillips refused 'to deliver to them the woman without an sirder from Marshal La won. ' The c.fnsequence was, the military made them prisenere ' together with the 00110- sal for the claimant of the woman, and lodged them in the Capital Guard-house, and remov ed the woman to another part of the city. At a subsequent period, the Marshal himself, ac companied by the Superintendent of Police, Mr. Webb, and one of his sergeants ' repaired to the'jail, and in turn captured and made the two' military guards prisoners. Things than rested until an early hour this morning, when all the parties were released, escorting Depu ty Marshal Phillips and Tallir Milburn. They too will, doubtless, in the 'eutzrso of the day, be set et liberty. EVESING.—AII who were arrested by either side are now released. 11.1avehal Lemon and Military Governor Wadsworth had a long in terview to-day relative to the conflict between them, the former claiming the right to exer cise LI his civil ft:motions in the absence of a declaration of martial law. The questions at issue will have to bo settled by the Executive. This subject has occasioned general comment and some excitement. Whenever Gen. Banks commenced his re treat down the Valley of Virginia, the dis loyalty of the'people showed itself in unmis takable colors. In fact there is no loyal sen timent at the South worth the name. If there is none in the Virginia Valley, among a purely agricultural people, and havinglio in terests in common with the planting Skates, there can be none anywhere. The following is an extract from a letter to the 'New York - World : The retreat of Gen: Banks' column toward Strasburg eatises great rejoicing among the disloyal inhabitants of the valley. Dutibtless there is a perfect jubilee at Harrisonburg, and certainly there will be here when we have left, for the ladles have already baked their pies and prepared their reception far Jackson and Ashby, whom they expect to greet very soon after our departure. What I most regret is the desertion of the Union men—the few that ate hero—who, when our army has gone, having openly avowed their sentiments, win be hunted down and persecuted unmercifully. One with whom I conversed to-day had been hiding himself during all the past nine months, and hitving escaped to within our lines was determined to go with usAben the army should leave. Many must. be left be hind, the victims of the infamous conscrip tion act, which I am told by a deserter ' is working very unfavorably to the Southern cause, and producing a great deal bf dissatis faction among these whose time havingnearly expired, were 'Lisping to go home from the wars and visit their families and friends. Military Authorities The Disloyalty of the People in the Valley of Virginia. The proper way of securing a house for headquarters is now pretty definitely estab lished. Often signs of active participation in the cause of the rebels are discovered. In the house where I am now writing, 3,000 lbs. of ham were found packed away up stairs, and several cartridge boxes, with materials and implements fir the manufacture of knapsacks. - Three rude ea bras of Southern'manufacture were found un der the floor of one of the out buildings—a rude blade, hammered out by some unskillful workman, and polished sharp, with a . hilt of brass poorly wrought, but evidently mad* for use. Reports on-Mexican Affairs Semi-official advises from sources fayora ble to Mdzioo, with dates from the City. of Maxi to the 12th, from Jalapa to the Sth, and from Vera Cruz to the 12th inst., received here, show the - falsity of much that has been published. • The Constitutional Government' has not. abandoned the City of lileXico, nor is it likely to do so.
