And it i 2 not. strange that, under all the circumstances of the war, the issue upoia which this election binges is= emancipation! Candidates are everywhere , discneeing it, the people are talking abobt it, and the friends of the - measure are not only the growing party but they seem to be even now the dominantone. Emancipation may only be accomplished by. an amendment of the Constitution, and for this the action of two consecutive Legisla tures will be required. The awakening in favor of emancipation seems tobe general. It embraces Democrats and anti-Democrats; slaveholders and non-sloveholders ; and some of its principal advocates are men who would have scorned the idea two years ago: Here is what ex-Governor Robert M. Stewart, who is a candidate Tor Congress in the St. Joseph district, said to the people of Andrew county at a recent meothig, lts.re ported in the St. Joseph Herald: • Re believed the damnable - course of the seeessionists had killed the institution dead in Missouri. [Cheers.] Slaves south. Of the Missouri river were very scarce to find, while those north of the river were found hard to hold. The institution existed here merely. in name. It was merely a skeleton in our house. While prudent men from every quarter feared to bring property where •it was unsafe,' there' was a large clans , of ' 'men who (Inclined to ' em- Would,i,not emigrate tem - State which had ' the ; institution in its midstwhich dilemma effectually cuts us off from all. immigration. Renee, without re commending any plan, he gave it as hie opinion, that under existing circumstances, Missouri would be better off without her sieves than - with them. He believed they had become to be a very unsafe, as well as almost worthless species of property. Ile thought this was a question 'to be settled by the people themselves, and that before any action could be taken thereon, two consec utive Legislatures would necessarily have to' be selected' favorable to it, or the Con stitution' .would have to' be altered by a popular - convention, -either of which meth ods would give 'ample time and Opportu nity for a thorough and complete discussion of the entire matter, dis_passionately, .and solemnly acted -upon it, and ratified the proceedings of the Legislatuies or thi Con tention, then,..and not till then, would it become law . Ile did not consider it his duty toadfa:MO emancipation then, but, to be brief, gale it as his opinion that if Mis souri could be rid of ,negrees, with equal and exact:justice to every man in the State, she would be the gainer by it. Ile was no , abolitionist.and was discussing the ques tion solely upon the basis of political economy- - -on the score of dollars and cents —cm Cie question of pecuniary weal or woe of the citizens of Missouri. The disenthralment of Missauri has' lie gun. Policy and patriotism will make her yet the , great Free State which her central position, in the West and her rich resources 'have designed her to be. Out of the fiery trial of 1861-2 our sister State will come purified, to enter upon it new era of growth and, prosperity. rniportant Bill Relating to Arrests. Mr. WAD; of Ohio, on Friday last in , troducetra bill into the Senate, relating to arrests like that of ex-Secretary Cameron, by preventing them in future. The bill provides in the first place that all suits commenced in State courts against officers or servants of the government because of illegal arrests made for disloyalty, and im prisonment in forte, or of seizures of prop erty under suspicion that it was intended for the rebels, shall be transferred to the Circuit Courts of the United States, the Government there to have the privilege of Continuing the said cases froin term to term until the present rebellion shall have ended. It further provides that any person who shall knowingly. cause die arrest of any government officer on charge that the plain tiff was arrested and imprisoned by him in a fort, shall be deemed guilty of misde meanor and sublecl to fine and imprison ment at the discretion of the Court.
