The fol lotting description of the march, and the surprise, is from a letter to the New York Herald: On Thursday, with the first. faint light oi dawn, the command started. Lieutenant Colonel Kilpatrick, with the Ira Harris Light cavalry, led the • advance. The news from General Ilusrga's lie. partment is excpedingly gratifying. Ile seems to be moving on with rapidity, and yet with all due caution. Savannah will be the next trophy of our arms in that quarter. Gen. IluarEa's management of the con traband question is admirable. He has hit upon the true and safe mode of settling a knotty question, which has so long pus sled our rulers and Generals. It is very similar to that initiated by FREMONT in Missouri which so touched the National heart. His policy willbting out the Union sentiment, if there is any, in thht quarter. We sincerely - hope he will not be interfered with in carrying out his beneficient plans. The following article, from', the NeW York Times, explainable mode of trailing slavery: Major General Hunter seems likely to Make - hie Southern Department thoroughly loyal; notwithstanding its inclusion of South Carolina. Hunter has ad dressed to Mr. Pierce; the Treasury Agent in charge - of the abandoned Sea Island plantations, a letter which we publish else where, asking, among other things, for "the names of the former owners, and the number of persons formerly held to volun tary service," now in charge of the Gov ernment agents. On receiving this infor mation, we understand it to be the inten tion of Gen. Hunter to afford said owners a reasonable time to prove their fealty to the Government, and then in case of their failure to do so, and upon sufficient proof of their treason, he will at once restore these slaves' to freedom. lie his also requested to know of Mr. "the proportions in Which food and cotton are being planted" on the lands in his charge. It has struck,prsctical minds that the extensive planting of cotton by our Government in South Carolina, is a mistake. It is an article of commerce, and subject to great risks of damage and de struction. Meantime, we are to support a large anny in that region, as well as pro 'fide for the subsistence of the deserted contrabands themselves. In these circum stances, it has seemed a measure of wis doml to Gen. Hunter to direct all the negro labor not needed - in the operations of the army, mainly to the raisingef food for the support of the soldiers as well as the pro ducert. In this way the army, during the Summer, can be Supplied with the esculent vegetables so essential, to the hof Northern men in that climate, and ease.gross with food Of their own rigging; and the Government will be saved a certain heavy expense, and.be relieved from the incurring of great commercial risks.
