"parole of honor" (I) if the oath of allegiance should be' too strong: for their weak stomachs., However, one is just exactly equivalent to the either' with such, and neither worth ono straw in protecting the Government against new plots to in volve' the loyal of the land in more trouble, and, danger, and expense. It is one thing to raise great armies and array them on the field for deeds of bloodilia another to tolerate in 'the rear of these armies the very deeds for which thoniands of their fellows are mercilessly swept away with shot and shell or charges of cavalry. And Whatever charge . is brought against the .Government as at present administered, it would be the last evil'to find it sinking into that condi tion of indecision and emulating that ac cursed and. miserable- "imbecility' which was the one pervading characteristic of the Administration it supplanted.. We are con strained to speak strongly of these griev ances, because they are'forced upon our at tention every day. Whilst, for instance, a _rigid censorship is Imoutht to bear upon the loyal press, because it takes the pains to defer carefully to the requirements of the Government, the disloyal—the sympathizers with treason—publish just what they - please, openly to give aid and comfort to the enemy, signally Illustrating, in this case, that , old apothegm: "Laws catch flies, but. let hor neta go free." - * - • • 0 :''' 'We bet leave to say; right h ere, that the loyal men of. Maryland are riot fighting this hettle merely for their own amusement or for the amusement of the lookers on, and it ha .poor- encouragement to the earnest ankiorter of the cause of the country to find disloyalty—after a fashion—encouraged to throw obstacles in the way - merely for the loyal men to remove. As the matter stands at present, it needs all the encouragement the loyal of the land can gather from any , guar ter to enable 'them . not only to fight Joe battles of the ' Union, but to stand up cheerfully under the load of taxation Which. treason has brought upon them:- Anetwiten they see men whose sole business, day by day, it's to fritter away and throw dis credit on the successes of 'the-Government, tolerated; When they see men striving-by false, insinuations, andopen'aiisults to par- alyze its _efforts, still -going forward un challenged, well may they accept ` . the - doubts so industriously thrown out as to its efficieney and ability to 'deal' with the evils'of the hour. - • We hope, then, to see- these short-com ings considered and this policy changed. We do not desire anything like a vindic live policy in the case, but we should like to see measures at once adopted better cal culated - le put down treason; calculate(' to tea& it that it has no place' amongst the loyal, unless it is made to skulk in its ap propriate holes and corners away from the light of open day. Either it is a crime, .or it is not. If it is a crime, the agents of the Government- hsve.been and areremiss in dealing with it as it deserves. If it is not a crime, let no have it proclaimed, so-that we may • ell be remanded at once to the same level, for it is positive-cruelty in dulge longer in that rose-water treatment only suggestive of timidity and weakness, Which but encourages revolt to deal with it at last on the battle-field. Union Men at the South. Generals Ifunter'and 'Burnside - have solved the problem of the existence of a etrong.linion sentiment in the. Carolinas. To construct works for the defence of our army there come to the National lines large numbers of men, whose aid is not only in. valuable, but indispensable : These loyalists, it is observed, are uniformly' of African or igin, a circumstance that greatly enhances the value of their services.--Pittiburgh Post. We find the abore in the editorial columns of the Post, but whether it was copied from some other paper, or written by the editor, we cannot definitely make out. Be this as it may, the prominence given to it is a hopeful sign in that long-bmlighted quar ter.. We hardly expected the editor would So soon have been compelled to acknowledge' the loYilitiof.the blacks in - Tthis_great re bellion, and to admit. their. "invaluable" and "indisperfeable" services. They alone are faithful to the. Government which has treated them so shabbily. in the past. -We , hope now post hai gone so tar, it will take the neit natural and logical step,. that of recoutmending that this noble loy alty shall meet with itedue.reward, that of liberty. - The-owners of these loyalists are rebels„and it is but tithall punishment for their outrageous treason, to take from under their absolute control these faithibl leyalists—and it is but, sheer justice to the loyalists, to free them from the oppression of their secession oppressors.
