Pore, who bad crossed the river. Getieral.Pore in hie official report mays: As soon as we commenced to cross the enemy 'began to evacuate Island No. 10, and his bat teries •along the shore. The divisions were pushed forward to Tietonville as fast as they landed, Paine's leading. The enemy was driven before him, and although they made several attempts to form in line of battle and make a stand, Paine did not once deploy his columns. The enemy was pushed all night vigorously, until at 4 o'clock, a. re., he was driven back upon the swamps and forced to surrender. -Three Generals, seven Colonels, seven battalions of infantry, five companies of artillery, over one hundred heavy siege guns, twenty-four pieces of artillery, and an immense quantity of aMMtin ition and supplies, several thousand stand of arms, a great ntim ber of tents, horses, wagons, etc., etc., have fallen int...our hands. Before abandoning Island No. 10, the enemy sunk the gunboat Grampus, and six of his transports. These last lam raising, and ex pect to have ready for service in a few days. The. famous floating battery was scuttled aid turned adrift, with all her guns aboard ; she wag captured and run aground in shoal water by our forces, at New Madrid. . Our success is complete and overwhelming. -Our troops, as I expected, behaved gloriously. I will in my full report endeavor to do justice to all. Brigadier Generals Paine, Stanley and Hamilton crossed the river and conducted their divisions with untiring activity and skill. I am especially indebted to them. Geri. Paine, fortunate in having the advance, exhibited unusual vigor and coniage, and had the satis faction to receive the surrender of the enemy. Of Col. Bissell, of the Engineer regiment, I can hardly say too much. Full of resource, untiring and determined,'he labored night and day, and completed a work which will be a monument of enterprise and skill. We base crossed •this , great river with a large army, the banks of which were lined with batteries of the enemy to oppose our passage; have pursued and-captured all his forces and material of war, and have not lost a man or met with an accident. Joan Porn, Major General At last acnounts, Geo. Pope and Commo modore Foote were in consultation at Island No. 10, as to future movements. Deserters from the enemy say that the river is open for us to-Memphis. Negotiations for Peace. , We give the following from the N. York World for what it is worth. We do not be lieve Mr. SEWARD is going West on any such mission. We do not believe the Presi dent will enter into any negotiations with the rebelgovernment. Complete submission, without Conditions, should be required of every rebel, and we believe will be: Rumors are current in the city to-day to the effect — that Secretary Seward.is to leave Washington immediately for Corinth. Spec ulations are numerous as to the cause of this sudden hegira. You will remember that it was announced some days since, over the signatures of two members of the rebel Congress, that Jeff. Davis was going West. It was not pretendedat the time that ho would take command of the rebel army. These assumptions have given rise to many novel theories as to their bearing upon the question of the continuance of the war, with one of which 1 will make you fami liar. It is said that, in view of the evi dently decisive battle which for more than a month was pending in West Tennesse,e the leader of the rebels was expected to meet a representative of the government at or near Corinth in such a spirit as the result of the battle should suggest. There fore, it is argued that Gen. lialleck has gone to Corinth to receive any communica tion from the rebels as the head of the ilitary department of the West, and Sec retary Seward is also about to go there in his civil capacity, to negotiate a peace. _ The Army of the Potomac.-Gen McClellan. The effect of the new orders of the Sec retary of War has not been generally an derstood. Several papers, both cast and west, are discussing the matter. We take such extracts as appear to place the situa tion in a correct light. The following is from the New York Herald:' ' The recent order of the Secretary of War, assigning separatedepartments toGenerals McDowell and Banks,and limiting Generia McClellan's—command to the army on the peninsula between York and James rivers, now advancingto Richmond, completes the series of orders issued from time to time by the War , Department, all looking to the centralization at Washington of the com mand of the whole army, under the direc tion of Mr. Stanton. McClellan having organized in the most splendid manner the armies of the East and the West, of the South and North, is no lover General-in- Chief; he is on the same keel with McDow ell and Banks, Halleck and Fremont. He is now in the field, where he wishes to be, and where he will be sure to give a good account of himself, and be relieved of a vast amount of responsibility. Every Gen eral is now respOnsible for his own com mand, and the responsibility of the direc tion of the whole devolves upon the Score tary of War, under the President, who is alone the legal Commander-in-Chief of the Army and Navy. Every General is in communication with the Secretary by tele graph, and thus the - various corps are in communication with each other, as far as intelligence is concerned. It is true that-by this new arrangement a tremendous responsibility is assumed - by Mr. Stanton; and if there should be any failure of preparation or any deficiency of supplies, or if any fatal blunder should be committed in the orders -issued, or in the neglect to issue them, Congress and' the_ people will saddle the blame upon the Seo retary of War, who is now the acting Com mander-in-Chief of the army under the President A Washington letter to the Cincinnati Gazette contains further intelligence on the same subject: RECONSTRICTION OF TOE XILITART DEPART Tile order of Secretary Stanton, at further narrowing the Inrisdictiori and authority of Gen. McClellan remains the senior Major General, with an opportunity still left to vindicate his military skill and prowess if• such he has. lie may be the first to reach Richmond, if he has the will to do so. At all events, that rebellion-cased city is doomed to be speedily ours, either with or without his help. That there was little sincerity in his flaming and egotistic proclamation of four weeks ago, seems already sufficiently demonstrated. For his own good name it is hoped that he will speedily "turn over a new leaf'—cease talking rind promising, and actually begin what he was long ago employed to do, and consented to under take. If lie does this; be still holds a posi tion in the army that is an enviable one, although it may be too late for him to tape for the laurels of-the Lieutenant General ship. Cotton Coming. [Prim the Louisville Democrat, of the B The Glendale arrived here, yesterday, frontßittsburgh Landing, Tennessee river, with some two hundred bales of cotton, shipped by the planters to their brokers, in this city. One of our houses received 109 bales, another 74, and a third a smaller number, making about two hundred bales. This cotton wax shipped by the planters for their own benefit, and is not confiscated cotton. Some of the planters of that region, now here, represent that large quantities of cot ton have been burned, but not by the plan ters. It is done by the rebels, at the com mand of the military authorities. It is only a few days since that some planters from the interior applied to Gen. Grant fur assistance in saving their cotton from de struction at the hands of the rebels, and he sent a force of five hundred men, with a large transportation train, and brought no small amount within our lines, where .it was safe. Talk about the planters burn ing their cotton I All such tales are noth ing else than lies. We learn, by a gen tlernan just from Nash ville, that cotton and tobacco are coming in there in small quantities, and that Nash ville Merchants have gone into the coun try, and within the rebel lines, to buy cot ton with the depreciated Confederate money' they hold.
