Kentucky, which professes to be loyal, is even more bitter towards the President's proposition. On tho 12th instant, a Mr. Martin moved in the Legislature (House) of Kentucky, a suspension of the rules to enable Min to offer the following: Be it enacted by the General Assembly of the antmonwecdth of Kentucky, That any person or persons who have or may advocate the doctrine of the Abolitiolior 'Emancipa tion of Shivery in the State of Kentucky; either dire:otly or indirectly, or who sym pathises with the. same, be and are hereby disftanchined for life. 2. The;loyal and Union-loving House (hav ing expelled-all the open traitors) gave 48 yeas (for suspending the rules) to 29 nays; but, the former being less than two-thirds, the motion did not previil, but it Showed there was a large majority in favor of sus taining such a nefarious and unconstitu tional proixesition. There are large delegations in Washington, representing almost every interest, and changes are made daily. It Is useless to note the changes, as the whole subject will be overhauled in the Senate. There does not seem to be touch prospect now of any bill becoming a law by the first of May, when this bill was to go into operation. When the bill is passed, it will take sone time to prepare schedules and lists, and roles for the "govern ment of assessors and collectors. In the Sen ate, the Sub-Committee of Finance, composed of Messrs. Simmons, Pearce, and Howard, are daily engaged in considering the House Tax bill. As soon as the bill passes the House, the Senate Committee will be ready to report it to their own body. They have already gone over the greater portion of the bill and made many radial changes in it. They are In favor of an increase of taxation on articles of prime neoessity, and will, therefore, adopt many of the suggestions of Secretary Chase. It is said that the House bill, when got into the Senate, will be almost entirely changedt The K. G. C.'s Exposed--A Chicago Paper Alluded To. This question has been frequently asked for some time past, and no satisfactory anewer seems to be forthcoming. Indeed, no answer whateyei Du been given by those who could veal by authority. Judg ing from the facts which are before the publio, in reference to the release Of prison ers, It rents probable that, as a cerre 'pendent of the New York Bossing Post remarks, the rebels have beenplaying their old Floyd game of cheating in the exchange of prisoners. The correspondent goes on When the . twenty-five, hundred rebel prisoners upon Roanoke Island were re leased by General Burnside on parole,-it was upon the distinct understanding, en. tared into between General Wool and Gen eral Howell Cobb, that the. Federal prison • ere remaining at the Booth, including Cols. Corcoran and Wilcox, should:be_ immedi ately sent forward to Norfolk to complete the exchange.. There are not enough Fed ersl prisoners at the South to make good the number of rebels captured on .Roanoke Island, but General Wool was willing to let the account go unsettled. Be has been , tricked, however. Four weeks, have Famed away, and neither Colonel Corcoran or Colonel Wilcox make their appearance off Fortress Monroe, nor one of the -rank and file due according to: the arrangement.
