As Gen. Grant 1 I snit staff were. riding through the city, a ' woman rushed ounfroui a house and throwing up her, hands-in the style adopted by cruel parents . when they , say, "Bless you, my children," in facer' cent novels, exclaimed, "Cid bides 'ye; gintlemen 1 Success go wid ye-I -Alvah-, gitin there; yo thafe; and don't jurboderiti'.the life out of me I". The last re mark, I may say, wee accompanied . by. a re- .sounding emack, and eras addressed to a dirty -faced gossoori that thrust his unkempt head beyond the doorway, and tiotots may he ear eased, to the Illinoisian hero. The youth sot up one of thoseZvigerous howls so peculiar to offended juvenility, and, amid a chorus of slaps, blessings , and the mare of the suffering infant, the General turned.a corner 'and die- • I4r ared, • little farther and the party- passed slowly:, by a costly carriage, out of one of whose win dows was thrust tho bead of an elegantly dressed lady. With a "baughl" as if she had swallowed a load, she spat toward the ground, and with a contemp tuous and expressive grimace of disgust upon her teatime, drew in her head, and threir her.' eat back in her carriage. Quite postibly such movements are the very height of Southern breeding—further North, in the land of Yan kees and wooden clocks, a woman who would perpetrate an act of the kind, under similar circumstances, would bo regarded—well, to use a mievetrientirrery-dayexpression, as better than shoshould he"—a somebody close ly akin to, if not the identical scarlet feminine .spoken of in Revelations. , Occasionally I met other specimens of Nash ville ladies, who, in many cases supposing me to bo a soldier, from the possession of a blue overcoat, describednpun meeting a wide, setni eireloof avoidance ,. swinging, as they did their, abundant skirts, with a contemptuous flirt far out, sail the very touch of a blue Oat would be contamination. And then the angle at which the noses of the naughty darlings went up, and the extent to - which their lips and eyes went- down were not the least inter -meting portion of those little by-plaps, and as sisted materially in showing the 'exquisite breeding of .those amiable domoiseilles. The Miseries of the War. "GAZETTE VOLUME iiXV---NO. 95. From Port Royal..Departnre of a Great Expedition Southward.. Ste ady Advance Toward Savannah. The steamer Ericsson Arrived on Wednes day from Port Royal with 220 bales of cotton. She brings no startling news. On February, 29th Commodore Dupont, with a fleet of forty one vassals, left • for the South. His exact destination wo are not at liberty to state. There was a certainty that Savannah would shortly be in the possession of the national forces. Ii was, however, learned from priso ners-taken that a vigorous defense would be made, and statements represented. the rebel force there at numbers varying from 10,000 to 80,900. Communication between Savannah and Fort Pulaski is entirely cut off, either by tho main channel or by any of the small streams or outlets. Fort Pulaski, however, is strongly fortified, notwithstanding the re moval of the upper tier of gun., which leaves only two tiers. The rebels have fortified every creek in the vicinity. In addition to the Union works on Jones's Island, a battery now exists on Bird Island, in the middle of the Savannah, bearing di rectly up the channel, and completely com manding the river, rendering -the blockade . absolute. Even the, passages on the right of the river, Wilmington Narrows, St. Augne- Sne Creek, !sc., are commanded by this sec ond work, called Battery Hamilton, after the Chief or artillery. This second work was erected on the night of February 20th, and all the material had to be conveyed across the channel of the Savannah river. The two ,batteries are now defensible against a largo force. When our gunboats first appeared in Wall's Cut and in Wilmington Narrows, three or four weeks ago, there were no rebel do ' fenses besides' Eort Jackson, which mounted, than'but nine guns; and the citizens expect ed dailyfiusappromsli Of the Federal fleet and the fall of the townjOi resistance would at, that time have been. fruitless. But since then, batteriee.mounting fifty guns have been thrown up in various &tedious around the city, it is said, and obstructions kayo been placed in the river. • ' The steamer Cosmopolitan arrived at Port Royal on February 28 - th, with the Sixth Con necticut regiment sick with ship fever. The fever had somewhat abated, but ono officer and six privates had died. • The gunboat Westfield arrived at Port Roy al February 29th. All well. Important from Mexico. A late arrival at New York brings' very important intelligence from Mexico. The Allied commanders have entered into negutia tiOnewith the Juarez GOvernment, and the preliminaries to a peaceful solution of the, Mexican question had been agreed upon, in an interview at Snlodad, between Gen: Prim, tho Spanish Commander, and Gen. Doblado, the Mexican Minister ...of Foreign Affairs: The points of the preliminary settlemimt are as follows : 1. Negotiations will be first Of all begun at Orizaba, between two ministers of President Juarez and the allied Plenipotentiaries;] but either party, instead of meeting personalty, can be represented by delegates, with previous mutual consent. 2. During the negotiations, the Spanish, French and English foroes will occupy, as a sanitary measure, the positions of Cordova, Orloaba and Tehnacan. 3. In ease of the negotiations being broken -off at any time, by disagreement between the contracting parties, the allied forces will with draw to their former positions. • 4. As soon as the allied forces. are put in movement with direction toward the above mentioned places of Cordova, Orizaba 'and Tehuaean, the Mexican flag shall be displayed at well In the city of Vera Cruz as on the can •tle of San Juan de Ulloa, by the side of those of Spain, Frattee and England. 5. If the negotiationa'shonld terminate un favorably and . tostilities begin, the Mexicans ro pmise not o yto zespact, but -even protect, thelosPitals of Apelike'. • . The French ind-Blignief e atiatiltetpaloi hare agreed toi all those prelrrelnary Atondi dons; and at daylight on the 20th Mr. Terse carried them to Torria and delivered the — id to Don Milani eel Basch, who was charged with carrying them to Gen. Dohlado, to be signed. The march Inland was to eommenee in a . feW days. The Spaniards are to be stationed at Orizaba, the French at Tehnacan, and the English at Cordova. Democracy in its Present Aspect. The Providence Post, a Douglas paper dur ing the last Presidential election, now gives vent to the following treasonable sentiments : Slavery existed in twelve 'or the thirteen States when the Government was established, and did not at all interfere with onr political harmony. We agreed to let it alone. If we had kept our agreement, there would have been no trouble. But we of the North set out to legislate tor the South, and the South re sisted. Imagining that wo meant to go farther than we had gone or really. intended to go, she organised. rebellion--just as we should have done, probably; If she bad in like man ner interfered with and threatened any of our peculiar institutions.
