The Confiscation Bill in the Senate On Tuesday, the 'following proceedings took place in the Senate, in relation, to the proposed Confiscation Bill of Mr. Trumbull: . Mr. Trumbull, of Illinois, moved to-take up the bill for the confiscation of the pro perty of - rebels. He said there was a press ing necessity for its passage. Within a few weeks the property of a rebel general, in this city, had been sold, and the proceeds transmitted him, while welter. sitting here and taxing ourselves and imposing a paper currency on the suffering !soldiers. The bill was taken up and some verbal amendments made to it, when the morning hour expired, and the Chair called up the special order, the ease of Senator_Sterke, from Oregon. Mr. Trumbull moved to postpone the spe cial order and continue the consideration of this bilL Agreed to—yeu 22, nays 16. Mr. Trumbull said that the bill was cal culated to - affect the property of those re bels who are not under the jurisdiction of the United States at the time. He refs - Wad to several eases arti decisions Of the courts justifying the Around taken by the bill, and contended that we have the right to treat the rebels as enemies and traitors, but of course we do not intend to hang all the men engaged in thawed:o*m, but the ringlead ers and instigators must by bought to the -halter: He argued that we had a perfect right M cuiluate the property of rebels, and that it had been settled bythe Supreme Court that Congress has the power to pass a confiscation bill. The government has the right to take persons who may be-hound by contract to the rebels, er take thii chil dren, even, and draft them into the service of- the government. 'The muter . cannot hold a slave by. any stronger tenure. The government authority Is paramount to State law in such cases. Mr.Pnateroy, of Kansas, objected to the third section, which provides for colonisa tion. He thought we could not afford to send out of the country laboring men and producers, and if - it was insisted upon, he should move to amend by providing for the colonization of the slaveholders, who were dangerous to the country, and whose loss would not be felt- . Mr. Willey, of Virginia, wanted to know where there was . any constitutional power for the President colonising negroes. He was willing to co-operate in the most strin gent measures for the confiscation of prop-' arty; but had the Senator. from. Illinois counted the immense cost of the scheme of colonisation? It would cost $5OO a head to colonise and keep ignorant slaves.
