A Maryland and a Delaware regiment are watered on the .eastern shore of Virginia, gnarling the conquest of Donald Leckwood. Accord; ing to the testimony of 'Colonel' Craig before the Military OommitteeAnd,ooo muskets were sold to O. B. Lamar on the 24th day of No vember, 1860-5,000 to the State ofAliesissip ni on the 4th of December, and 5,000 to the State of Louisiana ou the.lsth of the same month. All these sales, then, occurred within 'less than a month after the removal of Col. Cnsig Ixad the apptiintment of Lieut. Colonel Maynadier, and immediately subsequent to the appearance of Colonel Craig's report, in 'which be protests against the sale of more smell arms. Colonel Craig states that only 50,000 of the 141,000 arms sold during Floyd's.administra tion of the War Department were advertised, As required by the law of 1825, and that he protested against farther sales. The conse— quence was his removal, and the substitution of Lieut. Col. Manaydier, under whom these immense sake were made to aid the cause of treason by a corrupt violation of law. The 20,000 last . mentioned were sold to par tier and to States In open or threatimed re bellion against the Government, and the feet was as well known then that they were to be used against the GovernMent of the United States as it Is now. In the evidence of Belknap, be mentions George Bounders, a well known traitor, as one of his advisers ill' the pnrehase of the 100,00 muskets. The *hole conduct of Floyd leaves not a doubt that he: believed he was making a sale to parties in the interest of rebellion, and it were atiectation to suppose that in.annull ing the original , agreement at the rate of 52,- 15, he was actuated by honorable or patriotic motives. The only , rational explanation 4if his conduct in cancelling the contract, thhre fore, Is to be found - In ream:inanition that he discovered that a mistake bad been made, and that his fellow-conspirators could not obtain possession of the arms.- Here, then r we have incontrovertible evi dence that within:a/ month after Lieutenant -Colonel Maynadier was placed-at the head :of the, Ordnance Department, twenty thousand stand of arms were sold to the rebel enemies of the country ; and that one hundred to two hundred and 'fifty thousand were,,,bmgained farlividetittritilthlhe'eaßctation that:they' were to go Into the same hands. Inasmuch as we have made conspicuous the fact that Gen. Robert Wilson, one of tse newly appointed Senators of Missouri,at tended a public meeting in April last, in which very treasonable resolutions were pt,ssed, it is only just that he should be entitles In these columns to the defense made in his behalf on Friday last, when he was sworn in as a mem ber of the Senate. Mr. Davis, of Kentucky, presented Gen. Wilson's commission, which, it appears, was not given by Governor Gam hle, but by Acting Governor Willard F. Hall. Senator Wilkinson called attention to the resti tutions of the meeting referred to,.when the following ensued Mr. Davis—l will state that I am instruct ed by Gen. Wilson to say that he presided at that meeting; that the meeting 'was called simply to raise a Company of Home Guards ; that those resolutions were drawn up , by Committee without his knowledge or appro bation ; that h 3 never signed the proceedings 'of the Committee.or of the meeting, nor never gave any sanction whatever to those resolu tions. I ask that this paper may be read; it is signed, by his colleagues in the House of Representatives. The Secretary read as follows : MEMORANDUM OP PACTS IN RELATION ,TO GEN. IMMIEM Gen- Robert Wilson was a member of the Legislature of Missouri which acted Inooncert with Goveinor Jackson in Missouri in 'Moots, ing Missouri in the rebellion. ' He voted against, indupposed -all its acts oontribnting to involve Missouri In the rebelliori. He was elected to the-Stat. 'Convention, and in that Convention acted with the Union med. He so far gained the confidence of -that - body that at its second session, held in July, after de posing the original President, Sterling . Price, -he was made President - e V-the Convention. Under the depressing influence of the disaster at Manassas, he voted for deposing Governor Jackson and Legislature, andestablishing a Provisional Government devoted to the Union, and for the repeal of all acts passed by the Legislature oontributing to the rebellion. At the last session of the Convention, held in October, be voted for an efficient organisa tion or the - State militia, pledging the credit' of .the State for 82,000,00 to put down the rebellion. He also voted. to• depose every officer in the State who would not renew hie oath to support the Constitution of tho United States. For his zeal.on-behalf of tbe'Gorernmeneof the United States,.helait exposed himself to . personal danger, and has been at times coin palled' to absent himself from his. bonus to escape riolenee. Wilson's de nial of assent to the treasonable resolutione reported by the COmmittee of which ho was a member; but it is at least unfortunate, as he was present at the meeting, that he did not then's/Me/0 utter.hia protest, and forbid them to be published with the indorsement of hi* name. But he failed - to take this reasonable care of his fame, and as the resolutions bare had, from the day of their adoption until Friday last, the approyat of his silence, it is unjust for him to express ignorance of the, reasons which have led good men, even -in his own State, to doubt his loyalty.
