Ihe greet error of the American news paper 'system is in the fact that said news-. papers are generally, furnished to subscrib ers at a price which, of itself, is not suffi cient to pay the cost of Publication. Hence, u:lvertisements, to a certain extent, are as necessary to the existence of a newspaper, - as pure air 'to the lungs of its editor. The. great Increase of circulation of the leading daily joranals thiOughout the country, inconsequence of the demand for war news, so far from increasing the income of the publisher, in most cases proves a present and actual loss, although, perhaps, it may become an ultimate gain, as circulation is the basis of an advertising value, which may prove remunerative by and by, when business shall have revived . from. the present depression. • .Seme of our law-makers at Washington —and - some who should know better, be cause theicselves publishers—seem imbued with the ideathat the Newspapers are a proper source - from which to squeeze some considerable portion of the so much needed revenue, and- which must be raised some where, for the prosecution of the war. Hence, we have heaid of a proposed tax on _Teleftructs; a tax of one half a cent on each copy. of. every_Newspaper issued; a repeal of the law which allows an exchange, of newspapers between editors through the mailscfree of postage, and a law to prevent the sending of newspapers outside of the mails, unless firststsniped by the publishers. We have not the room nor the time to discuss all these propositions to-day. But we may sum up our ideas on the subject in a few words. We believe that the publish ers of the loyal - States, as a class, are pat riotic to the core, and desire no exemption from their just share of theburthen of tax ation necessary for the prosecutitin of the war. But a tax upon the freest dissemi nation of intelligence, laid in such manner as to totally annihilate a considerable num ber of the newspapers throughout - the coun try, and, indeed, one which would serious ly cripple many of our city dailies, would, we fancy, meet with but little support from any intelligent reader, much less publisher. A tax upon telegrams would prevent so free use of the telegraph by publishers. This would - abridge our opportunities for the dissemination of the latest news. An abridgement of our exchange list would -necessarily follow the modification of the postal laws on the subject, because few editors• could afford today postage on their excluage list—if, indeed, any country weeklies could do so. — The greht mass of subscribers to daily newspapers are supplied through railroad trains other than the regular mail, and by expresr,_shouldthe proposition be enforced, for instance, the afternoon issues in this city could only reach the_ neighboring towns and villages by the next enaff—in some cases twelve to: fourteen hours later than by earlier trains. , The tax of one:half cent on each copy issued would operate on a daily - paper— the Gazette, for instance—thus.' - Present price per annum...... . Any attempt - to discriminate against this particular iniestment, or any other par ticular investment, - we would object to as unjtist, - and contrary to - The spirit , or our institutions. We favor a free press—nn trammeled by any mail embargo, or stamp . act, and the moat exlatfaed circulation of the local and interiorpress no less than the more influential, because more extended, metropolitan journals. - A Washington correspondent says that Gen.
