A .letter has been received here from George
D.-Prentice, Esq.,, dated Nor.
26th, stating tbat;he had nothing to do with
the article in the Louisville Journal concern
ing the speech made by Secretary Cameron fet
tho dinner party lately given by Col. Forney
in honor.of Mr. Prentice. The entire article
in the Journal was a misrepresentation of tho
speech, aeatbysome person without tho know
ledge of Mr. Prentice. Secretary Camoron's
opinions upon tho subject are tho same as
those expressed in his instructions to Generals
Butler and Sherman,' and it is understood that
they will bo reiterated in bis'annual report to
tho President.
INTELLIGENCE PROM RICHMOND.

weeks ago for Richmond, arrived to-day, hav
ing left the latter place on Wednesday last..

were indignant, and wore threatening divors
things against their Congress. There scorned
to be, he says, a very general feeling among
tho Southern poople to abandon Virginia en
tirely, and allow her to fall into the hands of
tho Federal Government. They regarded it
as too'expensive to keep an army on ho.* soil.

sent in for payment yesterday, the Comptrol
ler, Mr. Whittlesey, returned them unpaid,

clerks in tho Departments many nights until
ton o’clock, and whilo printers throughout
the Union worfc at least ten bofirs, M did not
see why those printers in tho Government

the different watering-places, which are now
used os hospitals, where they uro 'supplied
with comfortable rooms, tolerable bedding,
hotter medical attention.
Heretofore they hare been compelled to lie
in wot tents, exposed to every inclemcnoy of
the weather, with no food except fresh beef
and flour b&kcd on rocks, or in frying-pana,
without salt or lar^.
. Tbe medical attention while in this condi
tion was in many cases worao than none. Un
fortunately, mere who are
broken down at home—solf-inflated, cox
combs, who strut around with a swaggor,
drink the brandy for which soldiers, who are
their superiors as gentlemen, are dying—men
who pnt on wise airsi speak in harsh mono
syllables to sick men, uflo fashionable oaths
over a dying soldier, and play the parts of
brntes and fools generally—have too froqneut T

been the victim, to Some extent, of such

all the disasters and misfortunes' which flesh

pray more earnestly to escapo than from that
of falling into the hands of some of thoso un
fcelingand incompetent men.
I have seen soldiers, good and true tpen,
who would be an hotaor |Q qny nation, parch
ed and burning up' with* fever, lying in wet
tents without bedding, snppUod with food in
sofch a manner that Southern planters would
not allow their well negroes to eat, send for
tho surgeon, and if, perchance, ho saw fit, in
the majesty of his exalted position (1) to an
swer the call, at all. It would bo to ask a fow
crabbed questions, utter a few oaths, and
•without one word of sympathy or encourage
ment, turn upon his high heelod boots and
strut off.

perhaps, there was not any one so > mnch to
blame. I have seen wagons crowded with
sick men, with no/bodding but a' knapsack

Theso have been a part of our sufferings

Ho is of opinion-that under no 'circiimatances
should any slave who belongs to a robol mas
ter be returned, either before or after the war.
From present appearances, a proposition 1 will
be brought .before Congress authorising each
commanding General, as he advances into any
rebel State, tb; .issue a proclamation to the
peoplo thereof, declaring that after the expi
ration ufo brief period, to be named, property
of every description, reCogniied a* such by
the laws oftho State in Which such proclama
tion is Issued; shall be confiscated if the owner
thereof, nndersuchState laws, does not within
tho time .mentioned take the uath of allegiance
to the federal government.. Hut, it will bo
seen that Seorotary Cameron docs not in the
remotest degree express himself in.favor of
arming the slaves. Uis plan merely amounts
to'emaocipating tho slaves of robela and em
ploying them in military and. other works.
In this may properly bo included the raising
and saving or crops on abandoned rebel estates
for the benefit of the government, and to di
minish tho expenses of the war.

The Galveston Citizen has been received in
Richmond.' Tt give* an account of an action
between the Confederate sebooner Royal Yacht
privateer)-and the-Union steamer Santee.-
Tho Royal Yacht was surprised when lying
of .the.harbor of <Galvcston. Finding
it impossible to reach the harbor,, she gave
battle. Tho contost was a severe ono, butthe
Yacht was finally overcome. No .particulars
had been received in regard to the number
killed and wounded, as all on board the Yacht
had-been taken prisoners. The Santeo was
still lying outside the harbor. Tho authori
ties of - Gftlrbston had proposed an exchange
of prisoners; but no response bad been roceir

cessionist in Paducah, by the name of Wool
folk, hang a secession flag out of his window
as some of -onr- troops wore pnssing, and hur
rahed-for* Jeff. Daria. The man had done
the-same thing before, on several occasions,,
.and tho matter was reported to General Smith,
bat bo tefased to interfere. This refusal of
: General .Smith caused great indignation -
among tho troops, and doubts of his loyalty
were freoiy imPoducah.
The matter having boon reported to Gen.
Wallace, he sent 'his aid-de-camp with a
squad of men to order tho traitorous flag .to
bo taken in, and if Woolfolk refused, thpn to
take it-in and erect tho stars and stripes over
his house. Woolfolk-knowing that. Gen.
Smith was senior officer, refused to obey
Gen; Wallace’s order, whereupon Wallace's
aid forcibly took down tho rebel flag, and
hoisted tho stars and stripes In its stead.
In tho -meantime, Woolfolk, having- ap
pealed to Gen. Smith, the lattcr ecnt bis aid,
Lieutenant Pried, to order Gen. Wallace to
have tho Stars and Stripes taken down from
•Wo'olfolk’s boose, ..-Wallace refased to obey
tho. order, and sent word to Smith that the
Sag . should not bo. taken down while-there
was adivo man in his brigade., Wallace’s aid
said that Woolfolk should slcdp under d loyal
flag one night, any how. SinUhVaid replied
ho did not consider that any great honor.
Whereupon Wallace's aid' knocked Smith’s
aid down. Gen'. Paino sent Wallace assur
ances of hts co-operation.
As Genl : Smith had nobody but his disebm

old flag still-waves.”
And long 1 may it wave. Tho next day Gen.
1 Smith issued a proclamation to the soldiers,
