Also, that military commanders should not exercise tbe power of declaring what are treasonable papers. This important declaration, concurred in by til tbe daily journals except tbe Salaoio Herald, aud tbe Copperhead World, which, instead of attempting f'ghtbj to agree npon what restrictions war may authorize, seek every occasion to make trouble in the matter, and keep np excitement, lo injure the Government. It is confessedly a difficult subject, and tbe above is perhaps as near the right as words can devise except when unforeseen events may make new precautions imperative for the country's true interests. Who is Responsible? It seems, npon inquiry, that whether right or wrong, expedient or not Vallan dijhanit trial and conviction tccrc tchully ly men of hi otcn (former) parly. Gen.
