W. F. Corrtpooionew of th Star ft Chronicle. Kcsolutioiis on lie Stale of ihe Country, J'asml hij the IZ1 Iley't, Pu. VJt. At a meeting of the Officers of the 131st Regiment 1'a. Vols., held at Camp Hum phrey, Va , April 2, 1863, the following Preamble and Resolutions were unani mously adopted, and agreed to by the men on dress parade : Whereas, the clouds of civil war are hanging over us., and casting a long shsde over the light of our once glorious Luton, imperiling our liberties and laws, our for tunes and our hopes, and the brightest v and bighrst hopes of mankind ; and, Whereas, the administration of the gene ral Government has been and still is faith fully and honestly engaged in employing the best means calculated to dissipate the storm-cloud which has gathered over the land, and to exterminate treason and the prominent causes which led to the present fearful calamities ; and, Whereas, a party of disloyalists, in the Northern States, are endeavoring to weaken the bonds of our common Uuion and embarrass the Nation al Administration, and lend, by every effort, their moral support to this infa mous Rebellion ; therefore, Uesolvcd, That we hereby express and affirm our ulA ncbirg devotion to our country, freo and undivided, and our love for its starry fl-p, the noble ensign of our nationality, which has breathed the inspi ration of free government, and the song of human liberty on evory sea and shore. nd entwined around its shining foi ls the prayers and blessings of every kindred and nation ; that we will stand by and main tain its honor pure and untarnished, till the last vestige of treason shall sink into a night of woe, and the supremacy of the Government shall rise in triumph over very State of this Union. Resolved, That while Treason is in arms and the Government in danger of being overthrown and destroyed, it is the first great du'y of every citizen to discard all partirso feelings, and lend a united effort to suppress the rebellion, and, wheth er right or wrong, to stand by the Govern ment until Law and Order reign supreme. aud Peace and Prosperity fill a united land. Resolved, That there are bnt two sides to the contest now going on ; the one be ing unconditionally foe the Government, the other, against it ; that he who arrays himself against the Government, at this time, or endeavors to embarrass its actions in the prosecution of the war with a view to make party capital, is a breeder of fac tious discontent ; is more odious in the eyes of true patriots than were the Tories of the Revolution, and deserves the inexo rable contempt of the Volunteers in the fild, as well as the keenest execration of true loyalty everywhere, for be brightens the bopes and strengthens tbe cause of treason against as. Resolved, That the States now in rebel lion have withdrawn from tbe Union with out any reasonable cause, and have pro voked a civil war wbicb bas cost the nation thousands of its noblest sons, and involved I' e Government in a vast national debt, and Justice and Law, and every impulse of Patriotism alike forbid any compromise with them, other than an unconditional submission on their part to the laws and constitutional authorities of tbe United States. The experience of tbe past con vinces as that tbe only safe and perma nent compromise that can be made is that written by tbe sword and proclaimed abioad by tbe thunder of artillery. Peace on any other terms than an unconditional vurrcDuer 01 tucir arms, auu acaoawieag -i.r.i-- i i t men. of tbs constitutional laws of tbe old Union, would bring eternal disgrace upon ua as a nation. ResoIved,That we consider the Conscrip tion Aot as a measure teodiug to an early termination of the war; and ask that it be early and impartially enforced ; that we look npon all part; counseling resistaooe thereto as recreants aod trai tors of tbe blackest dye. Resolved, That we give onr cordial sap port to .'resident Lincoln, believing bini to be actuated by an honest desire to bring about a speedy termination of the war and to defend at all hazards, and to the last extremity, tbe principles of equal justice aod constitutional liberty, aod to maintain for ever inviolate the glory of our institutions, aud the bonds of our uoshatterred Union. Resolved, That Andrew G. Cortio, Governor of Pennsylvania, by his cal, energy, aud untiring devotion, has exhib ited io 'ccondiog the- National Executive to crush tbe Rebellion, and the anxiety be has ever manifested for tbe health, hap piness, and lutercst oi ine soiaiers, nas . eodearcd himself to us all, and should j receive the grateful thanks of all true i patriots. I Resolved, .That we bave at all good j Boldicra should have, unfailing confidence in our distinguished leader.
