And, insomuch as we know that, by His divine law, ua'ioos, like individual, are subjected to puuisbiueat and oba-une-ments iu this world, may we not justly fear that the awful calamity of civil war, which now deputes tbo laud, may be but punishment iuflicted upon us fur our presumptuous sius, to the needful end of our national reformation as a wbolo peo ple? We have bjen tbc recipients of the choicest bounties of Heaven. We have been preserved, these many years, io peace and prosperity. We bare growu in numbers, wealth and power as no other nation has ever grown. But we have forgotten Gud. We bave forgotten the gracious baud which preserved us iu peace, and multiplied aud enriched aud treogiheued us j and we have vaiuly im agined, in the decci' fulness of our hearts, that all these blessings were produced by some superior wisdom aud virtue of our own. Now, therefore, iu compliance with the request, and fully concurring in the views of the Senate, I d , by this my proclama tion, designate and set apart ihursday, the 30th day of April, 1863, as a day of national humiliation, fasting and prayer. And I do hereby request all the people to abstain on that day frum their ordiuary aecular permits, and to unite at their sev eral places of public worship and their rjfpeciive homes, iu keeping the day holy to the Lord, and devoted to the bumble discbarge of the religious duties proper to that aolemn occasion. All this being done, in sincerity and troth, let ns rest buuibly in toe nope, authorised by the Divine teachings, thai the united cry of the nation will be heard on high, and answered with blessings, no less than the pardon of our national sins and restoration of our now divided and uttering country to its former bappy con dition of uoity aud peace. A dollar in gold then eold for $ 1 70 in Government legal tender notes, now about $1 45. Uuited States securities, which were iLen neglected, aro now in the greatest demand, and for the past week new sub Boriptioo to the 5 20 bonds bave been made in Philadelphia alone at an average of a million a day! The value of sugar nd coffee has slightly fallen, and we an ticipate a gradual fall from this time on. Speculations in Gold and CJttoo good, bava been savagely bitten, etpeoially those who bave gone deeply in the latter. Several pi rsoLS iu New York, regarded as millionaires, who have involved them selves so deeply in the purchase of cotton goods, and thus run up these articles to almost fabulous prices, bid fair to be 1 1 terly ruined, uale.-s a reaction shall take place, and the goods again advance to give them an opportunity to escape with whole skins. We would, however, rather aee tbem reaping the fruits of their greed iness, ttan that the community, through their acts should be made to submit again to the late extortionate rates. Poor Pillow. The Wiscon in Supreme Court, on the 25th, rendered decisions pronouncing tbe draft conslito tional ; declaring liable to military duty, all who vote; and affirming tbe coostitu tionality of tbe soldier's suffrage law.
