Mr. Carter always eloquent and forceful, declared that true liberty, justice, right, freedom cannot be ob tained without the shedding of blood, and he cited instances in history to prove it. Resolutions were adopted pledging the government the full measure of devotion of the colored people, their support in every direction and de nouncing all who attempt to hamper the government by futile criticism or tar lobedience tf> its lawful demands.
