Reily Discuss the State's Banking Law System Donald McCormick. president of the Dauphin Deposit Trust Company, and George W. Reily. vice-president of the Harrisburg Trust Company, were ( among the bankers who discussed the state banking law system with the state commission to revise and codify the banking laws at the pub lic hearing in the hall of the House of Representatives to-day. They made some suggestions and were thanked by the commissioners for their ideas. The two Harrisburg men were also asked many questions as to the situation in this district by Chairman Kdwards and other mem bers of the commission. Suggestions for radical changes in the state's banking laws end a dec laration by State Banking Commis sioner Daniel F. Lafean that there should be more effort on the part of the National Government to co-oper ate with the state-chartered banking institutions marked the hearing. Mr. I.afean said that It seemed to him as though the National Government was endeavoring to force state institu tions into the federal reserve system and that he had noted some incon veniences caused by federal regula tions which he thought should be done away with and a spirit of real co-operation be manifested. The Ranking Commissioner also said that one of the troubles of the state tanking system was the activity of promoters in small communities in organizing banks. One of the suggestions was that there should be power to refuse bank or trust company charters and a. state board to consider appeals from rulings by the Commissioner on new charters. Representatives of state institu tions asked the privilege of discount ing commercial paper so that they could discount it with the federal re serve bank without any question and a suggestion was made that the re ports made for the state by institu tions which are members of the fed eral reserve should be made available for the reserve bank, thus avoldlns making of other records. The ques tion was brought out whether or not four mills tax on money at interest should not be changed so as to es en.pt checking accounts and mem bers of the commission asked the opinion of those present about branch banks. Replies were that they should be limited to the com munity of the parent bank. In addition to Mr. Lafean, Deputy Commissioner John W. Morrison. Frank M. Eastman, in charge of es cheat matters; F. H. Lehman, of the Auditor General's Department; Paul Littlefield, of the State Chamber of Commerce: Representative M. R. Hoffman and J. Brandt, of Lancaster. _ spoke on banking problems.
