Mr. Bechtel was engaged yesterday
in conferring with the agricultural
committee of the Chamber of Com
merce and the Ilarrisburg school
board. To-day he was very busy
with the students of Central High
tind Technical High, the grammar
grades in the western section of the
city and some on Allison Hill. This
afternoon there was a second con
ference with the Chamber of Com
merce supervisors and to-night the
garden expert will speak in Steelton.

It is pretty generally understood
now by all America that winning
the war depends on our food prod
uct. Lrfist year this city made a
beginning which was creditable. Oil
the plots furnished by the Chamber
of Commerce $7,800 worth of food
was grown. The schoolchildren are
credited with producing $2,100
worth. To double this, up-to-date
methods will be employed by Shlr
j ley B. Watts, who is in charge of
the Commerce plots. He intends
to give each gardener information
as to how to get the best results; to
provide a booklet which will spec
ify how, when and what to plant.
Supervisors will be detailed to be at
at tho different war gardens at cer
tain hours each day to give any in
formation to help make the gardens
a success. This year there will be
■a small charge of $1.50 for a' plot,
the cost of tractors and other ac
cessories being considerable. Mr.
Watts said to-day that he expected
to have the land ready for allot
ment early In April, this depending
somewhat on the weather.

passed by the City Council and signed
by the Mayor on tho 12th day of Feb
ruary. A. D. 1918, and is published as
required by the Act of Assembly ap
proved June 27, 1913:
AN ORDINANCE
To provide for the registry of all
i real estate in the City of Harris
burg. and requiring all persona
owning or purchasing real estate
within the city lines to furnish de
scriptions of their properties and
present their conveyances to be
stamped as evidence of the regis
tration thereof and also requiring
the sheriff, prothonotary and re
corder of deeds to perform the
duties prescribed by law regarding
the registry 'of properties within
the city limits.
Section 1. He it ordained by the
Council of the City of Harrisburg, and
• ii is hereby ordained by authority of
the same, That for the purpose of
procuring accurate information in
teference to the ownership of all real
estate within the corporate limits of
the city a registry thereof shall bo
made and kept as hereinafter pro
vided.
Section 2. That the city engineer
shall cause to be made all such nec
essary books, maps and plans as will
show the situation and dimensions of
each property in the City of Harris
burg; which books, maps or plans
shall be prepared as to show the city
number and the owner of each lot,
with provision for the names of fu
ture owners and dates of future trans- '
fer of title.
The said books, maps and plans
shall be carefully preserved in the de
partment of surveys, and shall be so
kept, by additions from time to time,
or otherwise, as to show the owner
ship of every lot or piece of real es
tate or sub-division thereof, within
the city limits, with the successive
transmissions of title from the date
of the commencement of such plans;
and certified copies, under the hand
ot the city engineer, of any of the en
tries in said books, or upon such
maps or plans, may be furnished to
any person desiring the same, for tho
fee or compensation of one dollar, for
the use of the city.
Section 3. It shall be the duty of
all owners of unregistered real es
tate within the city limits, within one
month from the date of the approval
of this ordinance, and of every subse
quent purchaser, devisee, or person
acquiring title by partition, or other
wise, to any real estate therein,
within one month after acquiring such
title, to furnish to the said engineer,
at his office, descriptions of their re
spective properties, upon blanks to bo
furnished by the city, and at the
same time to present their convey
ances to be stamped by said engineer
without charge as evidence of tho
registry thereof. Any person or per
sons neglecting or refusing to complv.
with the provisions of this section
for a period of thirty days after pub
lic notice of the requirements thereof
shall be liable to a penalty of five dol
lars, to be recovered with costs of
suit. In the name and for the use of
the city, as penalties for the violation
of city ordinances are recoverable.
Section 4. The sheriff of Dauphin
County shall present for registry the
deeds of all properties within the city
limits sold by him at judicial sales,
whether in partition or otherwise; and
tjie prothonotary and recorder of
deeds of Baid county shall not admit
for record any deed for any city prop
erty bearing date subsequent to tho
approval of this ordinance unless tho
same shall have first been duly stamp
ed as herein directed ns proof of reg
istry; and U tho prothonotary or re
corder shall record any deed before
the provisions of this section shall
have been first complied with ho shall
bo liable to the penalty provided bv
Section 8. Article XVI, of the Act of
June 27, 1913, P. U 568. to be recov
ered with costs of suit in the manner
