Raise of Electric Rates Is Necessary, Testimony Is In asking the Public Service Com mission to approve the proposed new rates for electric service amounting to 20 per cent, on all classes except municipal and residential lighting in Philadelphia, President Joseph B McCall, of the Philadelphia Electric Company, said to-day that he doubted very much whether conditions due to to the war would permit any net In crease of busines for his company. Mr. McCall said that what came from the normal increase would probably be wiped out, and submitted estimate* ba.seu upon experience and studv of the situation, mentioning as the chief reasons for the advance increased cost for labor, material and almost every thing else; uncertainty as to the fuel conditions and employment of women to replace men. as the company ha.s already lost 450 under the draft anil has 900 more under orders.
