Shipbuilding Plants
Face Possibility of New
Wage Scale; May Suspend

Philadelphia, Jan. 15.—Shipbuilding
plants on the Delaware river under
contract to turn out ships for the
merchant marlno will be unable to
continue work uhless an agreement
calling for a wage scale of 80 cents
an hour is entered into with carpen
ters engaged In the yards. This state
ment was made.to-day by Joseph Mc-
Arde, representative of the United
Brotherhood of Carpenters and Join
ers of the Philadelphia district, who
wa,s one of the principal witnesses be
fore to-day's session of the shipbuild
ing labor adjustment board.
McArdle asserted that builders had
already agreed to pay carpenters 70
cents an hour after May 1, this being
an increase of 10 cents over the old
rate. He declared that unless ship
carpenters were given eighty cents an
hc-ur they would desert shipyards for
the building trades. More than 3.500
of th nation's 10,000 ship carpenters
are now employed in Deiaware river
yard*.

The borough of ConshohocKen filed'
complaint against the 6-cent faro of
the Reading Transit and Light Com
pany, declaring it against agreement.
It. is probable that all complaints
against the Heading company will be
grouped for hearing at Reading about
February 8.

eral's Department has informed Dr.
John M. Baldy, president of the State
Bureau of Medical Education and
Licensure, that it requires presence of
all seven members of the bureau to
revoke a license or pass upon qualifi
cations of a college to render its
graduates eligible to state licensure.

nounced in the House of Commons to
day that as a result of Field Marshal
Haig's inquiry, the general staff, the
v/ar cabinet and the government con
sidered that the British higher army
command had not bee nsurprised by
the German attack in the Cambrai
region November 30 and that ail
proper and adequate dispositions had
been made to meet it.
North Tier Snowbound;

snow. Extreme methods are in use

able to prevent the congestion becom

Body of Suicide Is
Identified as Former
Pennsylvania Contractor

chain and weight attached has been
Identified by his widow as that of
John Caffy, formerly a wealthv Penn
sylvania contractor. Meeting with
reverses he came here and deposited
the remnants of his fortune, SB,OOO,
through his lawyer, in a safety de
posit vault. His widow, on Identi
fying the body, produced proof she
,was entitled to t.he money. Caffy is
said to have intimated he inteneded
to end his life.
