Pedestrians Are Puzzled by Progress of Penn-H arris Hotel Construction Do you agree with a Telegraph re porter that the construction on tha Penn-Harrls Hotel Is now working on the tenth floor? Most persons* believe that the work is now pro ceeding on the eighth floor, while others insist that it is the ninth floor. It's an interesting puzzle and pnorce.y two people agree on the question. According to the construction: superintendent the floor immediately above the high story is- called the second floor and there are the grill,' lobby and mezzanine floors below that story. The method of th concrete construction during cold weather la to build the wood forma for a floor, supported by struts from the floor below, tile blocks six inches thick are placed on the wood forms. The reinforcing steel is then placed between the tile blocks and the story below is inclosed with temporary muslin screeps.
