Trackless Trolley Up to O'Neil Now Highway Commissioner O'Neil is advised In an opinion given to-day by Deputy Attorney General Keller that he may grant a permit to the Dover-Rossville Transit Company, a trackless trolley concern to erect poles on state highways In York county, and "direct the manner anil method of construction" or "Impose such reasonable conditions" as he may deem necessary in the electric Power line and wires. It is stated that the commissioner may refuse if in his judgment such action is ad visable. The company is a Delaware ' corporation and was' granted a cer tificate of convenience by the Public Service Commission, Mr. Keller takes the ground that the Highway Com missioner lias full authority over the roads so that they may be kept safe for travel.
