Wall Street. • —The confusion existing in specula tive quarters by reason of prevailing conditions was again reflected in the irregular movement of prices at the opening of to-day's market. United States Steel, Marine, Pfd., and some of the minor specialties gained small fractions, but these were soon most In the heaviness of Indus trial Alcohol. Bethlehem Steel and Crucible Steel, Central Leather and other equipments. Rails pursued their recent narrow and irregular course and metals were apathetic. Price movements became more er ratic during the forenoon, some stocks adding to first gains, while other ex tended their initial losses. Alcohol was under especial pressure, declin ing 7% points, subsequently rallying 2%. Delaware and Hudson dropped four to the new low record of 105%, and other standard rails, including coalers, were reactionary. Among the more active industrials and equip ments the usual week-end closing of short committments was indicated. Liberty Bonds sold at 99.80 to 99.86. OPPOSITION TO INSURANCE FOR FIGHTERS SHOWN Congressmen Claim it Would i Upset Pensions; System Denounced Washington, Aug. 17". —Congres- sional opposition to the government's plan for insuring the lives of sol diers and sailors because it would upset the pension system, showed its head to.day at a hearing before the House Commerce Committee where the administration insurance bill was discussed. Chairman Adamson predicting op position to it, said he had been warned by a pension system advo cate that the new plan would upset' pensions for a hundred years. "Men in the army and the navy are employes of the United States and should be compensated as such," Mr. Gompers declared. "They should not obtain thie'jr pensions at the pleasure of Congress." Several life insurance men ap peared to oppose the optional in surance feature of the bill.
