Sinking of the American steamship Cam pania, a Standard Oil tanker, with the probably capture of her captain and four members of the naval guard by the attacking German submarine, was announced yesterday by the Navy De partment. The navy gunners are the first pris oners of the American fightinsr forces taken by the Germans. The department issued this state ment: The Standard Oil tanker Campania, American steamship, was sunk by submarine on the morning of August 6. 14S miles west of lie <!e lie. Forty seven survivors reached land in safety. "Bill" Brown, of Dun cannon, of the HARRISBURG TELEGRAPH reportorial staff, has been selected for the second officers training camp at Fort Oglethorpe, and will leave probably August 23. He is the second member of the staff to be sent to training camp, John C. Swank having left in May for Fort Niagara. " Announcement was made to-day that Mr. Swank lias been commissioned as a second lieu tenant. Mr. Brown has been connected with tho TELEGRAPH for almost a year. During that time ho lias been police reporter and also "covered" the extensive campaigns for recruits conducted by Regular Army and Na tional Guard officers. While doing thin ho had an opportunity to be come acquainted with much of tho minor routine of army work and to learn some of the duties'of a com missioned officer. Aug. 13.—There is no intention on the part of the big anthracite companies to increase the price of coal more than 10 cents a ton in September, which is the regu i lar increase over summer prices which has been in vogue for many years, declare officials of the Phila delphia and Heading Coal and Iron Company. President W. J. Richards was out of the city, but his assistants pointed out that he fas wanted unceasingly to keep down the prices of coal to the public since the war began, notwith standing the fact that wages and everything entering into the produc tion of coal has increased this year. From the results of the early examination the members of the board predicted that several hundred men probably will have to be called before the board actually fills the district quota, 199 men, which It must furnish for the new army. Fifteen Waiting in Line The physicl examinations were be gun at exactly 8 o'clock this morn ing, just half an hour after the draft board went to work at the 7 school house, and when the board members got to the schoolhouse a 7.30 o'clock they found fifteen registrants there ready and waiting for the physical test. Most of these men were farm ers, two of whom said they had been at the schoolhouse since 5.30 o'clock this morning. When the board organized a phy sician and a lay member of the board each took a schoolroom on either side of the hallway and sta tioned their clerks and the stenogra pher in the hallway where the regis trants were lined up. Some of the registrants were a trifle late report ing, but all got there before their names were called by the examining officers. The draft board handled the work expeditiously and does not anticipate any trouble. However, precautions are being taken, the board having re ceived assurances this morning that Its application for a state police guard will be granted. Those men who were rejected this morning went through two examinations before tho board passed finally in the cases. When one physician rejected a registrant, the subject was shitted across the hall and re-examined by the. other pliysiqian on the board. It was expected at noon that all of tlie men who received notices to re port to-day will be examined be fore the board adjourns to-nlgnt. However, it was suggested that the board may not finish to-day on time, at 5 o'clock. The men called for examination number 317 and the board will pass upon all of these cases before an other allotment of men Is called. The first three days will be devoto*. tho physica'. examinations and tne bal ance of the week will be given to passing upon claims for exemption. The registrants who reported to-day were required to make their depen dency exemption claims to the local board to-day, otherwise their claim will fall. First Hoard Behind Physical examinations of men in the first Dauphin district, comprising the lower end of the county will not be begun until Saturday morning, it was announced to-day by the board of that district which comprises Charles C. Cumbler, Dr. B. T. Dick inson and Allen Drawbaugh. The tests will be made in rooms 7 and 8 of the Steelton Light and Power Company building, 4 9 North Front street, Steelton, and will begin dally at 8 o'clock. The board has sent out letters or dering 100 men to report dally on Saturday, and on Monday, Tuesday and Wednesday of next week and 110 men on Thursday. The men will report In the order In which their serial numbers were drawn in the draft and the board is figuring up on examining the men at the rate of ten an hour during the morning and twenty an hour In the afternoon. On the fifth and last day of the Ini tial examinations thirty men will bo summoned to appear for examination beginning at 3 o'clock in the after noon. The board has sent letters to 510 men or just double the quota which the district must furnish. To Start Wednesday The first twenty-five men in the third county division will be exam ined in Elizabethvllle on Wednesday. Members of the local board for that district will call forty additional men each after Wednesday until the quota is filled. Industrial exemptions are expected to be heavier in this district than in the second division, because of the mines. Faces Arrest A colored man, worried and all ' excited, pleaded this morning with I the selective draft board of the third I city district to examine him and re- ' port the result to his home board in Huston, Texas, so that he will not bo arrested as a deserter or slacker be cause he failed to report in Hous ton on August 5 for the physical ex amination. He did not get his notice to report in Houston until late last week he said and he added that two other boards here, one in the city and one in the county, declined to examine him. Members of tho local board said the colored man is right in his belief that he already is liable to be ar rested as a deserter because he failed to report for the physical ex amination on time. However, the registrant was Instructed to wire his board to forward the registration data to Harrisburg so he can be examined here. Upon receipt of the proper data he will be examined. Refuse Kxcniption The selective draft board of the third city district, whose members are John C. Orr, J. William Bayies and Dr. C. R. Phillips, refused to day to exempt a man who sought to be discharged from the draft because his widowed mother Is dependent upon him. If this ruling is sus tained by the appellate board, and other drafts board follow the prece dent It will not be at all easy for registrants to escape the draft upon the mere claim that they are their mother's only support. The man whose claim was denied Is Maurlse Haas, Hoboken, N. J., He is an inspector of munitions f6r the British government and he cer tified that he annually pays his mother $360. He made an affidavit to that, so did his mother, who in addition swore that she is dependent upon the contribution from the son. A neighbor likewise made an affi davit to that claim. But the board decided that even if the registrant Is drafted and only paid at the rate of )30 a month, the lowest possible wage paid to sol dier privates he can continue to support his mother out of his earn ings, by paying her $25 a month. Haas has another exemption claim pending and Industrial exemeptlon claim, but that will be heard by the district board and cannot be con sidered by the local board, *• r ""X— J
