Fear to Make Martyrs of Radical Socialists I Petrograd, Tuesday, July 17 (de layed)—By an agreement between the Soldiers' and Workmen's Depu ties and the remaining members of the cabinet, the question of replac ing the retiring ministers, as well as all questions of policy, have been held in abeyance pending the sup pression of the Bolishevikl element which for thirty-six hours has kept the city in a turmoil. Events since noon to-day serve somewhat to clear up the anomalous sitution growing out of the apparent reluctance of the Government to mobilize its forces to quell the turbulent minor ity and radical elements. The Government evidently consid ered it unwise for the safety of the city to oppose them with violent methods until It is absolutely neces sary. There is little doubt that the Government has enough loyal sup port to suppress an uprising. There were already signs to-night that pressure will be exerted, the Preby- Jensky regiment, which is known to be faithful to the government, made its appearance on the street and al though no clash occurred, it stood in apparent readiness to tight if nec essary. As it rode grimly about the streets there was no doubt in the minds of the people of Its attitude in the event that the antigovern ment demonstration took a more se rious turn. The regiment was cheer ed by the crowds as it passed. It met several groups of marching Bo lishevlkis but in no case were the soldiers molested by them. The regi ments showed no disposition to in terfere with the Bolishvekis as long as their activities were no more ag gressive. A heavy rainstorm at dusk effectually prevented a collision which might otherwise have oc curred. Crown Prince's Army Suffers Shock in Effort to Hold Line at Verdun By Associated Press French Front in France, July 18. —The crown prince's army suffered the rudest shock when the French yesterday attacked and recaptured all the positions northwest of Ver dun. These cost the Germans much hard fighting when they took them from the French. The affair cost the Germans not only the loss of their lormer con quest and about tlve hundred prison ers, but the French cut into their line, and repeated counterattacks by the Germans failed to recover any part thereof and resulted in more losses. The Germans when they ad vanced at the end of June obtained possession of a number of observa tories giving them splendid views of the French line. The Germans have been for several days expecting the French would try to shell them out, but did not expect an infantry at tack. The French were obliged to delay the movement owing to bad weather but continued the heavy bombard ment, causing the Germans such losses that they were obliged to take the Tenth reserve division, which was holding their position, out of the trench as some of its compan ies have been reduced to fifty men each. The Twenty-Ninth division re placed it, supported by the Forty- Eighth division composed of fresh troops brought from the Russian front. It was while relief was proceeding that the French attacked, thorough ly surprising the enemy by appear ing in their trenches while the bom bardment was proceeding. The French battalions were greatly ani mated. Before the Germans could recover the French were within the third line German trenches. The enemy's disorder was so great the French were able to gather many prisoners and dashed even farther forward than they intended and oc cupied ground on a three-hundred yard front of what had been French positions before the German attack in June. The l-'rench now hold all the ob stacles overlooking the slopes of Le*- mort Homme, and Hill 304. The whole engagement lasted only thirty minutes. The. first German reaction occurred unsuccessfully twelve hours later. Artillery Battle Fought in Streets of Petrograd By Associated Press Petrograd. Tcher noflt, minister of agriculture, the mili tary authorities sent two light guns thither, which met enroute with a machine gun regiment. Shots were exchanged and some horses were killed. A party of infantry stationed at the Champ de Mars, scene of the military reviews, tired on the Cos sacks from Pavlovsk. Radical Socialist Is Found to Be an Employe of Kaiser's General Staff By Associated Press Petrograd, July 19.—A letter from George Hrussilorfs chief of staff states that Nikolai Lenlne, the Radical So cialist leader, is an agent of the Ger man general staff. The evidence was traced through the confession of Lieut. Krmolenko, that he was sent to the front of the Sixth Russian arrtiy to make a propaganda in favor of early peace with Germany. Lenlne's task was to compromise the provisional government in the eyes of the people by every possible means. Funds were sent through the intermediary of en emplov of the German legation at Stockholm. The alleged chief German agent in Russia is Maxsta Koslovsky, to whose ac count it is stated two million rubles are now standing.
