GUARD DRAFT NOW PROPOSED Greene County Member Pre sents Emergency Measure to Keep Up Militia Provision for raisin? a National Guard by a call 'for volunteers or by a draft to be made under direction of the Governor is contained in a bill introduced into the House late last night by Mr. Drake, Greene. The authority may be exercised by the Governor when the present Guard shall be in federal service, when calls may be made only on per s-ons between 31 and 41 years of age. The "antidrug bill," a composite of several Senate and House bills, was passed finally by the House last night and sent to the Senate for con currence. Messrs. McNichol and Stern, Philadelphia, spoke on the bill, which is the most drastic ever passed by the House. Owing to the slim attendance, manp bills were postponed, among them the dynamite license and third class city police civil service bills. The bill to exempt talking ma chines from levy for rent was de feated. A bill providing a system of fees to be charged for filing of applica tions for Public Service Commission certificates was presented by Mr. Ramsey, Delaware. There is now no charge for them. The Woodward bill empowering the Governor to suspend labor laws by proclamation during the war was sent back to the appropriations com mittee. Two bills were dropped from the calendar. One was a Senate bill making it a misdemeanor to deface load signposts and the other defining liability of husband and wife for tiimes committed by a married woman. The House passed finally: Senate bill establishing proportions in which cost of establishing over head or undergrade crossings shall be borne by railroad companies and municipalities. Senate bills enlarging power of State Board of Education in regard to vocational education and handling of real estate or normal schools. Senate bill authorizing Philadel phia to sue the state for claims for money advanced for primary elec tions. Senate bill appropriating $25,000 for State College agricultural exten sion work. Authorizing banks to establish sub offices or subagencies. Regulating extinguishment of ground rents. Authorizing construction of dikes at Lawrenceville. Regulating refunds of money pnid to property owners where courts hold there was no liability. The House worked until 10.40, when it got into a row over the small council bill for Philadelphia and quit. Red Cross War Fund of $100,000,000 Is Largest With a war relief fund of SIOO,- 000,000 as a goal, the largest fund ever sought by popular subscription In the United States, the American Red Cross Is now perfecting all the details of the organization which is expected to secure the subscriptions to complete this sum during the week of June 18 to June 25. President Wilson has, by procla mation. set this week aside as Red Cross Week, and fifty expert money campaigners, sent out from the cen tral headquarters of the finance committee in Washington, are now on the way to their assignments in all corners of the United States. They will assist local Red Cross chapters and committees in form ing their teams and organizing for the work of Red Cross week. The plans announced by the fi nance committee involve the forma tion of ten subscription teams in each city. These squads, all mem- j bers of which will give every min ute of Red Cross week to the cam naign. will be captained by leading I bankers and businessmen who will select the members of their own temas. While Red Cross week will be the time for concentrated effort, a num ber of city campaigns are already well under way. In Tew York a man-to-man canvass of the Wall Street district will be made by lead ing financiers, among which are J. Pierpont Morgan, Jacob H. Schiff, Frank A. Vanderlip, Cornelius N. Rliss. Jr., A. H. Wiggin and Charles H. Sabin. Subscriptions running into the millions are expected to be forthcoming from New York. To make this campaign a success ' one dollar must roll into the war I relief fund for every man. woman j and child in the United States The War Council plans to put relief work in America on the same plane of efficiency that has been reached by the Red Cross in European coun tries. Octogenarian Is a Camp Fire Guardian When Mrs. Martha E. Ringham. of Estherville, la., who was eighty years old on ♦he 29th of last Decem ber, was asked if she wanted to be reappointed guardian for the Tamp Fire Girls In 1917, she was emphatic In her reply: "I do," she wrote. "If I live till the 29th of next December I will be eighty years o'.d, and it may then be my duty to resign, for I cannot take long hikes with the girls, though, as I wrote in Wohelo (the Camp Fire Magazine, the name of which consists of the first syllables of the three words, work, health, love): 'Always there is a convey-' ance to take one to the picnic at the j far end.'"
