This was intended, it was explained, to encourage enlistment. Offers Too Generous Something like ruinous confusion and chaos threatened many of the important industries of Great Britain and Canada after a year or more of this drain upon business the Ameri can manufacturers were informed. The generous offers made at the be ginning of the war set a pace which public sentiment fostered and en couraged, but which business was un able to keep up. The result has been, the investigation showed that under takings made by heads of firms throughout the industries to their employes had to be canceled, and the entire method of dealing with the problem In Great Britain and Canada has had to be readjusted. Employers who had promised their employes to give them back their own jobs found It impossible to ful fill their promises. Many came back maimed and injured, and after two years of war, a .vast army of tem porary help had been created in the factories. The problem of getting rid of this temporary help on the re turn of the soldiers proved a difficult one. Need Selective Conscription The employer In Great Britain and Canada would, first of all, it was ex plained. provide for "selective con scription," taking young unmarried men, and even from this first draft, send back to the factories every man who was a skilled workman. The British and Canadian govern ments have decided, the American manufacturers have been informed, to pay a "subsistence allowance" to each dependent family, representing a figure sufficient for food and rent alone. That has been figured out to be $51.6 8 a month for a family of two adults and three children, paid by the Government direct to the de pendent family. Separation Allowance Then there is the "separation al lowance" of S2O a month per family, for moderate comforts, clothes etc., and the "compassionate allowance" made at the discretion of a central agency distributing the fund in ex ceptional cases. Ct In Economical The section by which the President might order the operation of part of a road's rolling stock is considered of the greatest importance. It would per mit the government to obtain the same service that it would if the line were taken over and ot the same time prove economical in time and cost, it is be lieved. Compensation for the use of rolling stock by the government would be fixed by the Interstate Commerce Commission. Coupled with the proposed increase of the personnel of the merce Commission would be a provision to it with the purpose of expediting business. As now consti tuted the commission finds itself im possible to keep abreast of its work. Judge Witt of police court has announced that violators of the speed laws, both rich and poor, will have to sepve from one t<# five days behind the bars. "No speeder will get off with a fine, no matter who he Is" said the judge. "I believe we can stop speed ing in this town in a week and I ami going to try It." J BUFFALO BILL'S ASSOCIATE DEAD Major Burke Was Frequent Visitor to Harrisburg Dur ing Long Career Washington, D. C., April 13. Major John M. Burke, former scout in Indian wars and for nearly half a century as sociated with the late Colonel William F. Cody (Buffalo Bill) as publicity rep resentative, died of pneumonia here yesterday, aged 74 years. Major Burke toured the United States and Europe with the Wild West show and, like Colonel Cody, was honored by the ruling heads of the old world. Worry over the death of his lifelong companion, Colonel Cody, is believed to have hastened Major Burke's end. Major Burke was born in Philadel phia. lie never lived In one place more than a few months at a time during the last forty years of his life. When he registered at hotels he wrote the words United States opposite his name. He was in Washington when that place was threatened by General Breck enridge and General Early, and fre quently asserted in telling of tho events of the Civil War that President Lincoln was under fire in the battle of Fort Stevens. He went west in 1865. but was pre vented from crossing the plains by an uprising of Indians. He then became acquainted with Buffalo Bill, who was then chief of scouts under General Phil Sheridan. Burke was a scout under Colonel Charles Taylor and was with him when he captured Bed Cloud and Sitting Hull was killed in the campaign of 1890-91—the Ghost Dance war, the last outbreak of the Indians. Major Burke was a frequent visitor to Harrisburg and knew his friends by name. No matter how many months or years elapsed, he remembered his ac quaintances.
