P.. produce DOZEN APPLY FOR JOBS ON FARMS AS WAR MEASURE Chamber of Commerce Re ceives Use of Twenty Acres of Ground The Harrisburg Chamebr of Com merce announced this morning that u dozen applications have been received asking for positions on farms during the summer months. Ralph Schuff stall, 2415 North Sixth street, son of C. Schaffstall, was the first to apply at the chamber for It garden plot. Twenty acres of land at Bellevue Park have been offered to the citizens desiring to reduce the high cost of living. Donald McCormick, chairman of the Committee of Agriculture of the chamber received this offer yesterday from William Fisher, representing Miller Rrothers and Company. This land will be plowed by the donor. Those who wish to grow garden vegetables In an effort to cut down the high cost of living are requested to communiciate with E. 1.. McCol gin, secretary of the Chamber of Com merce. as also are those who have ground for such use. He will then see that It is distributed In the proper manner. Market Square Men Give Latin America Supper A Latin-America supper was given last night in the junior Sunday school room of the Market Square Presbyter ian Church for a number of men. About 66 guests were present. The object of the affair is to promote greater .interest along the line of mis sionary' work. The committee in charge of the supper arrangements in cluded: Rudolph K. Spicer, chair man: Jack Wills, George A. Kline and C. C. McCurdy. Mrs. J. Henry Spicer was chairman of the committee who served. Following the supper. Dr. Thorn ton B. Penfield. of Englewood, N. J., delivered an address on Latin-Amer ica—lts Problems and Its Promise" in the church auditorium, with interest ing illustrative lantern slides. This is the first of a series of this type of lecture which has ben arrang ed by the assistant pastor, the Itev. George S. Rentz. The second supper and lecture will be held Monday even ing, April 16, at 7 o'clock, with George Sollenberger. a civil engineer who is quite familiar with the Latin-America country, as speaker. The third and last of the series will be held Tuesday evening, April 24. when Mr. Hurrey, who has been Y. M. C. A. secretary in that country for a number of years, and is most conversant with the con ditions and people of South America. TO PROTECT CHILDREN BORN OCT OF WEDLOCK A bill introduced by Senator Martin, of Philadelphia, makes the wilful neg lect by parents of children born out of wedlock a misdemeanor, punishable by a fine of SSOO or a year's imprison ment. False statements as to the pa rentage of such children are punish able by similar fine and imprisonment. The act applies to cases of neglect now existing as well as to acts in violation of the proposed law in the future. ECONOMY BCBEAC PROPOSED The bill creating within the Auditor General's Department a Bureau of Economy and Efficiency, was defeated in the Senate to-day by a vote of 15 to 20. Senator Snyder, its author, saw that there were not enough votes to put the measure through on third reading and consented to its defeat until a fu ture time, when it will again be placed on the calendar. MARKET PICKS UP AFTER ITS SLUMP Firmer Tendencies Shown With Demand Heaviest For War Issues; Metals and Shippings Join in Al most General Advance By Associated Press I New York, April 11, (Wall Street) i —Firmer tendencies were manifested at to-day's opening, war issues being I most in demand. Gains of the first half hour ranged from 1 to 3 points in Bethlehem, Lackawanna and Cru cible Steels and Republic Iron, with 1% for United States Steel. Metals and shippings averaged one point advances with oils. Central Leather and American Can and 2 % for Wilson Packing. Among rails, Delaware and Hudson regained 3 points of yesterday's severe loss with 3 for Canadian Pacific and 1 to 114 for Union Pacific and leading coalers. Declines were limited to fractions ex cept in Sloss Sheffield which broke 1 % points. Genera, Irregularity followed the initial rise, steel and associated shares losing about half their gains and Dela ware and Hudson forfeiting practically all its recovery with variable reces sions in other rails. The only pronounced activity was in specialties and pool issues comprising the war groups. Shippings held their early advantage and Wilson Packing rose 3 with 4% for Ohio Gas and 5 for National Biscuit. Trading dwindled to extremely moderate proportions at midday. The bond market was con fusing, internationals for the most part making further upward progress while domestic issues of various de scriptions were substantially lower and United States coupon 3's yielded % of a point. "They perform a vital service to the people," the Governor stated at that time. "They deserve fair considera tion—the same that is guaranted to the humblest citizen and no more. "It has no been shown me that they are denied any equal protection under the present law and if they can dem onstrate in the next two years that a law now in operation is not fair to them and to thei remployes it will be the duty of all officials to uo justly by them. Until then the matter should remain as it is." The officials of the railroads operat ing in Pennsylvania profess confidence in their ability o now convince the Governor that the full crew act of 1911 has not worked fairly to them, but the general opinion prevails at the Capitol that the Governor is likely to veto the new "repealer" if the Legis lature passes it. Points in Itcpcalcr The repealing measure states: "The commission shall have the power and authority to determine in the manner prescribed by the said act whether any railroad corporation as defined in said act is operating any train without a sufficient and adequate number of men. and in the event that It should determine that the number so em ployed is sufficient, having regard to the safe operation of the train, to make an order, which shall be en forceable in the same manner as oth er orders of the commission, specify ing and defining the number of men to be employed on 'baid train." New Jersey Expects Its Citizens to Aid Food Production Movement Trenton, N. J., April 11. Gover nor Edge announced to-day that New Jersey was prepared to accept a loan of large estates which would be placed under cultivation to Increase the na tion's food supply. "Recruiting is imperative," the Gov ernor said, "but so is enlarged pro duction of farm staples. The inan who actually aids the State in Increas ing the agricultural output this year is performing the same high type of patriotic service as the soldier In the trenches." It is the Governor's purpose to turn Into food producing areas many of the estates which have been proffered for military purposes. RellevrM .Service Necessary Clayton E. Webb, 120 North Seven teenth street, was the first applicant called, and he stated that he had two automobiles in operation, one ten passenger car between Harrisburg and Steelton, and a five-passenger car in Harrisburg. In giving his testimony Mr. Webb said; "It is necessary for jitney service in Harrisburg to accom modate the public, who want to go to the more remote parts of the city and cannot do so by trolley. The jitney also accommodates the public when D is in a hurry to get to a certain point, which cannot be reached without transferring and waiting on cars." He said inadequate service was maintain ed on the Steelton line of the Harris burg Railways Company and that often he had been called to carry people who could not board trolley cars because of their crowded condition. When questioned as to how many passengers he carried each day he stated that he carried on an average of 250 per day on the Steelton car and 175 on the one operating In the city. He further stated that he had often been called out of bed at night by workmen coming from Steelton at 12 and 1 o'clock, asking him to take them to their homes in various sections of the city, after being left off the trol ley at Eleventh and Market streets. LICENSE BILL RECOMMITTED Senator Buckman's bill increasing the cost of automobile licenses as a means of raising additional revenue, which was on the third reading cal endar, was recommitted to the com mittee on public roads and highways to afford a hearing of opponents of the measure.
