16 SCHAMTS BILLS FAIL IN SENATE Would Have Permitted For eign-Born Residents of Farms to Own Dogs Two bills introducod by Senator Schantz, of Lehigh, were defeated at the session of the Senate last night. The first, which headed the calendar, was that which permitted foreign-born residents occupying farms to own dogs. The measure fell by a vote of 19 to 16. It had been defeated once before, but was amended and placed on the calen dar to meet a .similar fate. The other bill was one that was opposed by the laboring classes, that permitting mag istrates and Justices of the peace in any township in the Commonwealth to ] appoint private policemen for corpo ration or Industrial establishments. The vote against this bill was more decis ive, there being 22 Senators to oppose its passage to 17 in Its favor. The bill introduced by Senator Charles A. Snyder, of Schuylkill, creat ing ii commissioner of amusements to perform the duties now devolving on the board of moving pictur# censors, was on the third reading calendar. Sen ator Vare Inquired as to the advisabil ity of placing this office in the Auditor General's Department and Senator Sny der, in order to give the Philadelphian any information he might want, moved that the bill go over in its order. Bills Pnstietl Finally Bills that passed finally included the following: By Mr. Catlin—An act to quiet the title to real estate and to enable citi zens of the United States and corpora tions authorized to hold real estate in Pennsylvania to hold title formerly held by or for corporations not author ized to hold them. Graft—Accepting an act of Congress to provide for the promotion of vocational education and providing for the co-operation of the State in the promotion of such education in agri culture, trades and industries; empow ering the State Board of Education to | make purchases and sales of real es- | tate for normal schools purchased by I the State. Br. Mr. Hackett —Amending the fe- I male labor act so that its provisions I shall not apply to female help engaged at State and charitable Institutions, ho tels and boarding houses. By Mr. McNichol—Giving the presi dent of the board to fix and determine the number and compensation of em ployes in all county offices, boards, bureaus, departments and divisions, the deciding vote in case of a tie. By C. A. Snyder—Classifying the in spectors of the Department of Labor and Industry and fixing a new sched ule of salaries. Clerical AsNlstnnce Senator Beldleman introduced a bill which provides additional clerical as sistance in the Department of Public instruction. Ills bill authorizes the su perintendent of public instruction to appoint one clerk who shall be an ex- j pert stenographer, at $2,000, and four stenographers to be also typewriters at $1,200, payable semi-monthly. A bill validating divorces granted by reason of the hopeless insanity of the respondents was read in place by Senitor Saius. The same Senator in troduced a bill supplementing the pub lic service act by permitting street railway systems to connect in munici palities. Senator McNichol introduced a bill providing for the creation of a com mission of fifteen members to arrange for the sesquicentennial celebration in 1926 of the Declaration of Independ ence. The bill appropriates $25,000 for the purpose and provides that besides live members to be appointed by the Governor there shall be three Senators and three Representatives named by the president protem of the Senate and speaker of the House. The salary of the assistant chief en gineer In the Department of Public Buildings and Grounds is to be $2,000, according to the terms of a bill read in place and referred to the committee on appropriations by Senator JenkLns. Trad ing was largely of professional ori gin but signs of further liquidation were evident in some of the standard or representative issues. U. S. Steel yielded over a point with 1 to 2 points I for Bethlehem Steels, the prominent metals, American Can, Central Leath er and Sears-Roebuck, and a flve-point loss for Texas Company. Shippings of rails were inclined to hold except for a further break of almost four points in Delaware and Hudson. Liquidation broadened in the first hour, but was checked later on the sud den development of strength in leading rails which advanced 1 to 2 points over yesterday's final figures. The rise in this group was accompanied by reports of early action by the interstate Com merce Commission in the matter of in creased freight rates. Most of the more severe losses of the forenoon were fully recovered at midday when sup porting orders proved effective. Inter national bonds were again strong, some of the war loans selling at record prices. Chamber of Commerce in Close Accord With Capt Stine's Food Plans The Harrisburg Chamber of Com merce through Donald McCormlck, chairman of Its Agricultural' commit tee is very much Interested in a recent suggestion made by Captain H. M. Stlne that the members of the Cham ber of Commerce and their staffs per sonally assist the farmers near Har risburg by labor during the coming season from time to time In accord ance with -some plan that will work out in practice. One of the chief troubles that is going to confront the farmers in this section In planting larger crops to an ticipate the coming food shortage is the great scarcity of labor and if the businessmen of the city could person ally assist the farmers at the "peak" it would probably encourage them to great' exertions, the Chamber believes. Such plans have been worked out in other sections of the country when scarcity of labor was embarrassing to the farmers. Com munication between Mexico and Ger many is being carried on secretly through a wireless plant located in Salvador, which was recently sent to that country from Mexico; according to Americans who have arrived here from Mexico.
