HARRZSBURG TELEGRAPH SPEAKER WOULD SCAN ESTIMATES Plans to Attend the Meetings and to Hold Down the Ex penses Everywhere "My idea of the paramount subject before the Legislature of Pennsylva nia Just now Is the real need of ap propriations for the State government and the various agencies to which the general assembly grants money," said Speaker Richard J. Baldwin in discussing the session. The presiding officer of the House declined to hazurd any guess as to the length of the session, but said that when It did adjourn it would have done its work well. Speaker Baldwin announced that it was his intention to attend the meet ings of the committees which will have to do with the ascertainment of i the needs and the recommendation ot | new revenues and appropriations. "I am waiting now for the results of the consideration of the data before the Economy and Efficiency Commission, which has been called upon by a reso lution to furnish an estimate of the appropriations," said he. "When this Is in hand we will know what is sought and we can also Inform ourselves as to why It is sought. My thought Is to get down to the rock bottom of neces sity. Every department probably has things which it considers as needs and my thought is that we should be sure about them. I will attend the meetings of the joint revenue and the ways and means committees and Intend to be about when the appropriations committee holds its hearings. This is the biggest problem for us." The speaker declared that he hoped the members of the Legislature would co-operate with him in his effort to keep the floor of the House clear of unauthorized persons and answer the questions of the sergeants-at-arms. "The rule excluding all persons not authorized from the floor of the House will be strictly enforced," said the Speaker, who added that he was going to take the chairs from the "side lines."
