Mr. Woof Is survived by four sisters, Grace, Agnes, Fannie and Annie; four brothers, Thomas, Edward, Russell and James, all of this city. Father Huntington will preach every tiight this week at 8 P. The principal private shipbuilders of the country will be called into conference this week. '•Delays will not be permitted to stand in the way of carrying out the clear intent of Congress," says a sttaement by the Secretary. "I will be quick to recommend taking over any plants if it is essential to d 6 so, in order to secure co-operation in put ting an end to delays that have imped ed the construction of formerly au thorized programs." As finally passed the naval appro priation bill carried $517,389,447, which makes a total of $1,134,889,895 provided for the navy in the last four years. WALL STREET SHOWS ITS DISAPPOINTMENT Failure of Armed Neutrality Bill Causes Heavy Tone in Market; Strength of Steel Reassuring; Rails Lag New York, March s.—Wall Street's] disappointment at the failure of Con gress to pass the armed neutrality bill was detected In the heavy tone of to-days eurly dealings. Beading stocks fell abruptly under last week's final prices. A sudden change came over the market before the end of the first hour, initial losses being recovered in a general rally of 1 to 3 points, with an active inquiry for coppers, sugars, Central Beather and other specialties. Marine preferred made up greater part of its loss and other shippings showed actual gains. The strength of United States Steel was also a reas suring feature. Rails, however, fail ed to participate in more than slight measure. The rebound was concurrent with advices from Washington that the administration hopes to carry out its plan to arm American merchantmen. Bonds were easier. Not Certain Prisoner Who Escaped From Dauphin Prison Has Been Captured William Mcllhenny, warden of Dau phin county jail, said this morning that he could not say positively that Edward Howard had been captured. Howard escaped from the county pris on November 10. Mcllhenny received a letter from James of Philadelphia, giving Bertillon measurements of Howard, saying that he could be located if wanted. The warden replied that he had offered the reward for Howard's return and was prepared to pay it when he was returned. He has not heard from Tate as to Howard's whereabouts.
