Under the Spanish reign these islands had but little progress and the natives were without exception probably the laziest col lection of heathens in the world. '1 he \Y ar of 1898 and the culmination thereof in which these islands were ceded to the United States started a new era since which the progress made is almost unbelievable. It was in the early part of the 20th century that the embroi dery art there was capitalized and continuous and rapid promo tion and advancement have made what is to-day undoubtedly the most perfect equipped section in the world for the sole pur pose of an individual art, while the Philippines have always had a great competition from France the present conflict which took many women in the latter country away from their habit ual occupations and transferred them to munition factories, post offices, street car and divers occupations formerly filled by men, brought our Island possessions into the foreground by requiring them to produce a volume of work heretofore pro duced by other countries such as Northern Belgium, France and Alsace-Lorraine. At the outbreak of the War an immense number of Belgian Sisters emigrated from Belgium and took up the lifelong task of missionary work among the natives of the Philippines and the inhabitants of the Islands have co-operated with these nuns, their respect for them being akin to actual worship. • It is these Belgian Sisters who are the supervisors of the workers and there are thousands of workers in Manila, Batan gas and the other provinces. Even should the war end to-morrow, it is doubtful as to whether or not Europe can overcome these Islands, the big gest factor being to overcome a sixty per cent, duty from abroad whereas the Philippines belonging to the United States do not require any duty.
