An official announcement from Ber lin makes public the following con gratulatory telegram sent by the Ger man Emperor to the King of Bavaria, respecting tho fall of Bucharest: "Tho beaten Rumanian armv has abandoned its fortified capital. The heroic death of a brave prince and typical soldier of your lineage has been a source of in spiration to us." The reference in the Emperor's tele gram to the death of a prince presum ably refers to Prince Henry of Ba varia, nephew of King Louis. Prince Henry was a major in the Bavarian guards and was reported killed in bat-, tie in a wireless dispatch from Ber lin on November 9. The circum stances or place of his death were not given. SEAPLANES RAID TRIESTE Rome, via Paris, Dee. 8. Two Italian seaplanes raided Trieste on' Thursday according to an official state ment issued by the Admiralty. The statement says that the raiders drop ped five bombs on naval sheds and returned unharmed, although subject ed to a heavy tire fj-om the Austrian antiaircraft guns. Panama Canal Expenses Are Double the Receipts Washington. Dec. B.—Possibility of a recommendation for an increase in Panama Canal tolls is seen in a state ment today of canal expenses and rev enues for the year ended June 80. Ex penses amounted to more than double the receipts of the canal proper, though If the revenues from the Panama railroad are taken into consideration the ex cess of expenditures over revenues would be only 6.77 per cent., and had / there been no slides during the year the revenues would have exceeded ex penses. No allowance is made, however, for a depreciation and Interest fund which would require $12,000,000 a year. Total expenses of the combined canal and railroad were $29,327,504 and the rev- enues were $27,839,588, or $1,087,615 leas y than the expenses. WILLIAM A. BOTITWELTJ William A.
