LEAD POISONING GUARDED AGAINST Unusual Provisions Made in the Code to Be Submitted to the Public Tuesday Stringent rules to guard against lead poisoning in the paints and colors in dustry are outlined in the new State safety code which is to bo submitted to the public at a hearing in Philadel phia Tuesday. Among the rules is one prohibiting anyone who habitually uses alcoholic liquors from being em ployed in the industry. It will be laid before employers and employes in that line of manufacturing by the State In dustrial Board next Tuesday. Tho hearing has been called for Philadel phia by Commissioner of Labor John Price Jackson and will be conducted by Dr. Francis D. Patterson, chief of the Division of Hygiene and Engineer ing, and William Young, the new nl m? lser " le State Industrial Board. The code is the result of months of investigation and will affect many plants when adopted. Special pre cautions have been taken against lead poisoning and tho dry sweeping of floors and walls is forbidden and respirators to prevent inhalation of dust must be provided. No man under 21 is to allowed to handle dry sub stances containing lead and such work; is forbidden women or giris. The em ployer is required to allow each em ploye ten minutes for washing before' the lunch hour and at the close of tho day's work and an additional timo allowance of ten minutes for a bath twice a week, while employers are to provide a shower bath for each ten employes, also being required to pro vide one pair of jumpers and one pair" of overalls and have them washed for each employe once a week. Other interesting things in this un usual code are prohibition of taking any eatables into a workroom, require ment that notices must be posted urg ing employes not to go to work with an empty stomach, not to chew to bacco while at work, to drink plenty of good milk, not to wear whiskers, to keep finger nails clean and cut short and to see the doctor when not feeling well. The code also says "Care should be taken to exclude such persons (habitual users of alcoholic drinks) from any employment in the lead in dustry." Every employe exposed to lead dust, fumes or solutions must bo examined by a doctor once a month. Fines for employers violating tho code are from SIOO to SI,OOO and for employes $lO to SIOO. Commission Asks Just Who Is Who The Public Service Commission will inquire of the United Business Men's Association of Philadelphia Just who does represent it in the proceedings against the commutation rates of the Pennsylvania and Reading railroads in l vicinity of' Philalelphla. The commission has been getting numerous letters from peolpe declaring the are interestted, E. B. Martin assert ing he is counsel and Mlrwin M. Abbott saying the same thing. Mr. Abbott's j letter is signed also by Messrs. Pitcairn and Childs. Counsel for the Germant town and Chestnut Hill Asssociations* ! have set forth that they want to be con- J sldered separately. I In Mr. Abbott's letter he says he acts j by instructions of the president of tha association and while accepting tho reading proposition objects to that of the Pennsylvania. TJhe meeting opens at FRENCH COMMENT ON ELECTION Paris, Nov. 11. The newspapers, while printing the news of the Ameri can election in a prominent position,, express little opinion as to the result.
