GERMANY'S NOTE BEING DECODED [Continued From First Page.] aster is expected to be completed in time to go to Berlin with the next week. While the entire plans of the admin istration are not being disclosed, it is understood that nothing less than some positive evidence of Germany's ] good faith to fulfill the assurances she! has given the United States such as j possibly, substantial punishment of the , submarine commander wjjo destroyed the Sussex can prevent the situation between the two countries from com- j ing to the pass which diplomats have \ struggle for the last year to avoid. The use of the word ultimatum in i connection with the document to be j forwarded to Berlin is discouraged by I officials, still it was said the effect of' the communication would be to call for prompt action. In view of thei conclusive nature of the information j on the Sussex already, before the State; Department officials cannot see how j Germany can continue to deny re-1 sponsibility for the destruction of the' ship. The suggestion of arbitration in the German note was met with the state ment that the American government would not arbitrate a question involv ing American lives. The same state ment was made during the Lusitania negotiations. Immediate possession. APPLY OX PREMISES as "Vain Endeavor to Gull American Public," "Amazing American Note," and "Berlin Eats its Own Words," the Westminster Gazette, is the only one to comment on the note. It says: "We don't know whether the Germans be lieve that hard headed Americans will take seriously explanations so childish. If so we fancy they have done less than Justice to the American nation." Berlin Denies Attack on Sussex, but Admits Sending Other Ships to Bottom j Berlin, April 13.—That a German submarine was not responsible for the ! damage to the French cross channel I ferry steamer Sussex, Vut that the Ger- I mans did sink a steamer in the re gion of the English channel the after ! noon the Sussex met with disaster are statements contained in Germany's .reply to the American government's | request for Information concerning the Sussex. The steamer stink was sup ' posed to be a war vessel, "a mine lay-. ! er of the recently built English Arabic 'class." says the statement. \ it is significant, however, that the forward part of the vessel was blown away from the bridge as was done in the case of the Sussex. The note states that the commander of the submarine made a sketch at the time. The sketch was compared with a photograph of the Sussex and was found to be quite dissimilar In build, arrangement of stacks, etc. Therefore, it is presumed, a mine was responsible for the damag : ing' of the Sussex. Disregarded Warnings In the way of corroboration it is j stated that German naval forces de !stroyed twenty-six floating mines on I that day. Regarding the cases of the English man, Manchester Engineer, Eagle Point and Berwindvale, it is stated tliey were signaled to halt but disre garded the signals. Thereupon warn ing shots were tired. The statement is made that the sub marine commanders assured them selves before sinking the steamships that their destruction was Justified and that the crews were safely in boats, no man being left aboard the vessels. Interesting commentary on the the ory that the Sussex explosion was caused by a mine is furnished by a statement of a Swiss passenger on that vessel. According to the version of his statement given to the Associat ed Press from official sources, he as serts he is convinced a niine was re sponsible, and so stated after the dls- I aster. Investigating officers, accord ing to this version, "bully ragged" I hint into changing his statement, I which he now repudiates. WHAT'S THE ROW ? RUMMAGE SALE IS ON! [Continued l-'rom first Page. ] / N SI,OOO in Two Hours; More Goods Are Needed Fourteen out of fifteen depart ments reported a sum total of $903 | received. One bargain department I had not liad the opportunity of I counting the myriad of nickels and pennies which inundated the money boa. Auto in front of store brought SIOO. Hunting; cart brought S2O. Contributed by men who declined to accept their purchases, SIOO. The committee appealed this aft ernoon for more contributions. If you have anything to give, eall Hell 17'IJ and a vehicle will be sent for it. v i out being dented out of shape by the huge crowd that swarmed into the store at the first opening of the doors. It. was a good-natured crowd, how ever, and the blueco&ts that were on the job to preserve order had no diffi culty in keening the surging mob ill a good humor. Kales Are Efficiently Handled Behind the counters are many of Harrisburg's prettiest girls and most, charming ladies, and to refuse to buy t heir wares Is entirely out of the ques tion. One is just simply made to feel the need of this beautiful lamp or that, attractive picture, and the reasonable ness of the price is beyond human conception. The best bargains were snapped up early in the day, but con tributions are steadily pouring in and every minute there are new bargains placed upon the counters. Somewhat back of the center of the main floor is a little information booth, and from that place of vantage quick orders are transmitted from the gen eral-in-charge to her efficient, lieuten ants, and it would be well for the big store managers to visit this amateur sales department if they would get. a few pointers on how the thing should really be run. Mrs. Marlin E. Olm sted is conducting the campaign at, this end. while at the front and hack of the store and upstairs on the second floor her assistants are checking up the flow of money as it pours in with out cessation. Judging from the reve nue from the first two hours of the •sale, the total by the end of the week ought to be close to $5,000; and that, will not include the auction sale on Saturday evening, when "Minnehaha," the wonderful piece of bronze that is on exhibition in the front window, and an enormous big bed will be sold to the highest bidder. There will be no shutting up shop on any of the three days until late in the evening. The young ladies and older ladies who are finding out what constitutes a good saleswoman are game and intend to fight it out to the last hour, although the continuous strain of bargain-selling is mighty wearing to one unaccustomed to it. From 10 a. m. to a late hour in the evening the sales will continue, anil the only time that they will be allowed off is one hour for lunch, from 12 to 1, and one hour in the evening, from 6 to 7. Miss Frances Morrison, chairman of the snorting goods department and one of the most active figures in the campaign, needs a big supply of roller skate*, tennis racquets, golf sticks, fencing foils, baseball gloves and hats and other sporting paraphernalia. The demand for these articles has been great, as has also the sale of pictures and bric-a-brac, a number of which went for four and five dollars. The wellknown capacity of the species goat would be taxed to the utmost to handle the wonderful va riety and assortment of bargains that are selling at a » rying sacrifice. Ra zors, guns, overcoats, si raw hats and high hats, pillow cases and hot. cross buns. Easter bunnies and evening gowns, lamp shades and secondhand shoe 3, nail files and whistles, parasols and trousers, music boxes, books, chairs and tables, desks and daven port®. antiques of all description— there isn't anything you want that you can't get. and the service Is the best. Don't put it off! What you need may be gone ten minutes before you arrive. A corps of floorwalkers will direct you to whatever department yon desire. To-day 's the day! And so are to-morrow and Saturday. 15
