"To my mind this year's event (should set the pace and we should make the river carnival an annual af-! fair with the idea of making it bigger) and better each year." May Increase Commit ire Appointment of the river protrram committee by George W. Ueiiy will l>c the initial step in permanent salion and it is probable that in order! THURSDAY EVENING, to extend the scope of the work the . personnel will he Increased from nine, as originally proposed, to fifteen mem- I hers. V. Grant Forrer, assistant park su perintendent, has written to Warren H. Manning, the city's park expert, to get his definite views as to what the proposed committee should act upon first. The announcement of the com mittee appointments will be a matter of a few days it is expected, after ! which the suggestions* of Mr. Manning | will he considered In mapping out the : summer's campaign. Dismissed Many Problems Xt the meeting last Friday of the representative hoating and water '■sport interests with Mr. Manning in ihe park ottlccs, the river problem was threshed out from every view point. The principal questions discussed were the erection of boat houses, whether or not they should be main tained by the city or by individuals, type of construction, whether they should be permanent or floating, and the possible location; the advisability of blasting channels through the Ma clay street "riffles"; construction of a "wing wall" to extend northwardly from the eastern end of the dam in order to insure a straight-a-way boat channel along the wall, and the light ing of water craft. Boat house at "Hardserabble" While many of the rivermen favor one or more floating boat houses to be anchored at convenient points along HARRISBURG TELEGRAPH the wall, the majority thought a per manent house would answer best. Other suggestions were for a perma nent house to be erected at a central point with one or two floating struc tures to be moored along the wall In the upper and lower ends of the city. "liardscrabble" was the better loca tion for the boathouse In the opinion of most of the boatmen; few consid ered the city's island a satisfactory place. The lighting of the water craft at night was threshed out at length. Many of the old and experienced ca noeists declared lights on canoes will detract materially from the fun of ca noeing; others said such equipment would be a splendid safeguard from collisions; still others expressed the belief that only motor-boats should be required to carry lights while still ( others believed the problem can best | be solved by requiring canoes only, to bear lights. "Wing Walls" 011 Dnni That the "danger" points along the waterway should be marked by buoys was generally conceded; that a chan nel from 25 to 50 feet wide should be J blasted through the "riffles" in I the upper end of the city was also the| consensus of opinion. One of the ideas that interested the whole body of boatmen was the sug- ; gestion of A. P. Dintaman relative to the advisability of constructing a "wing wall" northward from the eastern end of the dam. By building some sort of a wall 200 or 300 feet long, Mr. Dintaman said the cross-currents MARCH 30, 1916. (hrough the channel would be pre sented and that boats could navigate' the waterway to better advantage. TO START FOUNDATION WORK Work on the grading and founda- | tion work for the new Pennsylvania!
