Further reactionary tendencies were
manifested on the resumption of trad
ing to-day, although declines, except a
few specialties, were limited to frac
tions. Rails were again the heaviest
features, but United States Steel was
under pressure. Initial offerings of
Erie, Southern Pacific, Mexican Petro
leum and Westinghouse were moder
ately large. Steel sold at 83 ! *», a de
cline of one-eighth from yesterday's
close. but immediately rose a half
point. Metal Issues were irregular with I
more loss than gains. Secondary prices
showed slight recoveries on diminished j
dealings.
Selling was renewed on the first re
covery, with increased offering of rail
road issues. Erie and Canadian Pacific
being especially prominent. St.
Paul, whose directors are expected to
take action on the dividend to-day, also
reflected liquidation, with recessions in
Reading and other leaders. Union Pa
cific stood out for its relative strength
and Mercantile Marine, Pfd., and Ameri
can Can were among the most stable
features, Lower levels were reached
all around In the second hour, when
Steel fell to 82'5» and other important
stocks yielded their early rise. Feeble
rallies occurred at noon. Bonds were
steady.

Stable in Cameron Street

Gen. Wood Says U. S. Army
Could Not Invade Mexico,

Washington, D. C., Jan. 27. The
United States army is so short of of
ficers and men, Major-General Leonard
Wood, commander of the Department of
the East, to-day told the House mili
tary committee, that were it ordered
to invade Mexico at the present time,
infantry, cavalry and artillery would
take the field at less than half their
full strength. The standing army, he
continued, should consist of 220,000
men.
Lynch Will Complete
River Dam in Spring
The city dam across the Susque

public improvements. Only a short
stretch of the top tier of concrete slabs
must be laid. This work will require
but a few weeks.
The Board of Public Works met

Organized Labor to Give

to-day is expected to give the value of
an hour's labor to the cause of the hat
ters of Danbury, Conn., whose homes
are about to be sold at auction in fore
closure proceedings.

After a careful investigation, the
police department officials placed little'

and lured out of the city on Monday
night. Middletown authorities after
a complete investigation also reported
that they could not learn of any mys
terious Incident, similar to the one
which Hill told about. According to
local authorities a medical examina
tion of Hill showed that he had not!
suffered from the effects of either
liquoi or "dope."
OPPOSE SHIPMENTS
Washington. D. C., Jan. 27. When
the Senate convened to-day a thousand
bundles of petitions urging an Ameri
can embargo on war munitions to Eu
ropean belligerents and signed bv a
million men and women from every
State, was piled in front of the Vice-
President's desk.
