Rails were again the heaviest features, but United States Steel was under pressure. Initial offerings of Erie, Southern Pacific, Mexican Petro leum and Westinghouse were moder ately large. Steel sold at 83 ! *», a de cline of one-eighth from yesterday's close. but immediately rose a half point. Metal Issues were irregular with I more loss than gains. Secondary prices showed slight recoveries on diminished j dealings. Selling was renewed on the first re covery, with increased offering of rail road issues. Erie and Canadian Pacific being especially prominent. St. Paul, whose directors are expected to take action on the dividend to-day, also reflected liquidation, with recessions in Reading and other leaders. C., Jan. 27. The United States army is so short of of ficers and men, Major-General Leonard Wood, commander of the Department of the East, to-day told the House mili tary committee, that were it ordered to invade Mexico at the present time, infantry, cavalry and artillery would take the field at less than half their full strength. The standing army, he continued, should consist of 220,000 men.
