American Smelting and Mexican Petroleum, the chief features of yesterday's trad ing were again conspicuous at the outset of to-day's market, both re cording substantial fractional ad vances. Other oil shares, notably Texas Company and California Petro leum, were in further demand, but elsewhere prices were inclined to re act. The automobile group was heavy. General Motors and Willys- Overland showing actual weakness. American Tobacco recorded a new low quotation for the current move ment losing 4% at 195%, and Peo ple's Gas continued to reflect liquida tion. Rails were irregular. Smelting led all other stocks during the very dull morning session, ad vancing over 2 points to 104%, or within 1 % of its highest quotation since 1910. Some of the metal shares were strong, but U. S. Steel, the spe cialties and railway shares in gen era! manifested a more decided drooping tendency. Baltimore and Ohio was unresponsive to the road's highly favorable November state ment. The extent of the Investment demand was measured by the heavy dealings in Anglo-French 5s at 94% to 95. Bonds were lower. Mr. Royal wanted the candidate to be a real estate man of three years' experi ence. Council thinks this might bar competent men. The ordinance pro viding SI,OOO for an assistant assessor was passed Anally. The Meals ordi nance authorizing the establishment of a detective bureau with a chief at $1,500 was laid over. "Until the budget is shaped up," was the excuse Mr. Bowman, who Introduced the ordi nance for Mayor-elect Meals, declared. In city circles, however, this postpone ment Is believed to have a more por fentlous meaning. By resolution offered by Mayor Royal, Council decided to assume its own employers' liability Insurance for 1916. City Solicitor D. S. Seitz is look ing up the city's duties in this respect. Commissioner Taylor's ordinance to transfer more than SSOO worth of re ceipts in his department to the city general fund was passed finally, but not until after some debate. Messrs. Royal and Gorgas intimated that the park commissioner was trying to make this transfer appear like a saving of his maintenance. The only new ordinance was Mr. Bowman's water departmental appropriation. It provides for SIOO a year raise for his chief cierk, Frank N. Templar, and additional raises for other employes of from $5 to $lO per month. Council went into executive session immediately after the regular session for further consideration of the budget. Bowman Asks $117,179 For Water Maintenance; $5,000 Less Than 1915 Harrisburg's water department budget for 1916 provides for an ex penditure of $117,179.93, just $5,- 058.90 less than was asked for last, year. The maintenance for the pres ent year according to the 1915 budget provided for $122,239.83. Funds for the ensuing year's maintenance of the water department was asked for this afternoon in the ordinance of fered by City Commissioner Harry F. Bowman, superintendent of public safety. Raises in salary are provided for for nearly every employe. Wright An enthusiastic Chamber of Com merce luncheon was held at noon time to-day at the Harrlsburg club, where the hundred or more members and representative salesmen of this city listened to a splendid talk by Flavel L. Wright, a salesman mem ber of the chamber, and guest-of honor at the luncheon. He spoke In glowing terms of Harrlsburg and its cordial attitude toward the salesmen, and as a former traveling man, now located In the home office, he said that he spoke from experience when he declared that he had never received I more cordial welcome nor better 'treatment than right here In this I city. Mr. Wright described the essential value of the salesman to the business j community as probably the most im portant link in the chain which con- j stltutes every commercial transaction, from the manufactured product to the necessary transportation, then to the point where the duties of the salesman begin. "A salesman must have his heart in his work, must, be lieve in that work and in himself, and must stand up for his city, and the best that it represents." said Mr. Wright, convincingly. Loud and fre quent applause interrupted the speak er's remarks, especially when he em phasized tho faithful championing of one's own city. ' Motion Will Be Made to Dismiss Appeal of Lamar For Impersonating Officer —■ n New York, Dec. -1.- United Statea District Attorney Marshall was noti fied to-day that on January 10 the solicitor general will make a motion before the United State.s supreme court to dismiss the appeal of David Lamar who was convicted on Decem ber 3, 1914. of having Impersonated a federal officer in the person of Rep resentative A. Mitchell Palmer of Pennsylvania, and was sentenced to serve two years in the Atlanta peni tentiary. Lamar, who is at liberty on bail, appealed from the conviction on the ground that a member of Congress was not a federal officer, but the cir cuit court of appeals ruled to the contrary. The government's motion to dismiss the appeal now pending will be made because of this decision. Mr. Marshall said to-day that if Lamar's appeal is dismissed his last chance of escaping the penitentiary will be lost.
