PICTURESQUE ROUSTABOUT Every Mississippi steamboat carries its crew of tatter-de-malion stevedores, paid by the month or week or day, as long as they will work, at the rate of two to three dollars a day and found. One quartermaster loads them, one reads and checks the freight tags, an other sees the stuff properly stowed, and a fourth sometimes stands at a corner of the route to exhort flagging members. Under no circumstances will a "nig ger rouster" carry more than one par cel at a time, so you will see a rickety little deckhand grounting up the gang plank under a sewing machine, a pump, or a big sack of flour, while Just behind him steps a burly Jack Johnson with a paper package or a half dozen coat-hangers balanced on his head. The whole procession movoa in a continuous cake-walk, most of the rousters keeping in the same rhythm, with a crouching, shuffling step, and after ducking from under their loads go rolling back on to the levee with the same crouching shuffle as those still carrying burdens. They look more like gorillas than men, but there | is about their movements the curious,! ugly grace of the colored race.—Oeo. I Marvin in the World's Work for Sep tember 1 SEPTEMBER 13, 1915. Railroad Men Alarmed Over Steel Activities Pittsburgh, Sept. 13. Scarcity of labor, predicted earlier in the year; plant extensions, which are of a rush character, and still higher prices are the features attracting the attention of steel and iron makers. Railroad managers are thoroughly alarmed over the enormous activity in the steel trade. From present Indications it looks as If they may be unable to get any attenUon next year. It would not prove surprising if late comers would have to pay higher prices for their rails. The leading trunk line managers have their engineers gath ering data for next year's require ments and contracts for 1916 delivery will be placed much earlier than has bec>n customary of late years. On« of the strange occurrences in the steel market during the week was the appearance of a French woman buyer. She discussed the purchase of fror.i 20,0()0 to 25,000 tons of steel ingof? to be delivered In France, and 3000 to 10,000 tons of bessemer pig iron. The material was for immedi ate delivery.
