Officials here are gratified with the German announcement as it is believed to end the crisis in the relations be tween the two governments. They consider that the way has now has been prepared for a final adjustment of all differences. AMERICAN" EXCHANGE MOVES UP By Associated Press London, Sept. 2, 12.35 P. M.—Ameri can exchange moved up 10 cents dur ing the morning. The rapid fluctua tions which marked this unusual ad vance were due principally to the large amount of stock brought out by yesterday's low level. There was a wide opinion, with a range of 4.52 to 4.54, Willi few buyers. The amount of dollar offerings was so large that buy ers abstained from operating, so that only sellers were in the market. BANK CLEARINGS INCREASE Bank clearings for the month of August this year, according to Al. K. I Thomas, secretary of the Harrisburg Clearing House Association, show a I'ig increase compared with the figures for the corresponding month of 1914. The city banks during the last month handled $7,131,231.57, an increase of $•626,159.68 more than the total for August. 1914. The month of July this year was also a banner one for the banks, the total amounts handled pass ing over the July, 1914, total bv $497,181.60. SO CONTAGIOUS CASES Contagious diseases reported to the City Health Bureau for the month of August, this year .total 50, according to figures compiled to-day. This in an increase of seven more than the number for August, 1914, but It Is the low record for the number of cases reported during any month this year. Twenty-nine cases of whooping cough were responsible for the high num ber. Nine typhoid fever victims, the same number as reported in August, 1914, were recorded. Detectives who went to Riversld* to investigate his story returned with Spellman in custody. Spellman said there was a plot against Dr. Mohr and when Brown heard of Speilman's declaration he made a detailed con fession. Says Price Was Fixed According to Brown's story, a* given out by the police, Mrs. Mohr propoped seevral weeks ago that ha kill Dr. Mohr, promising to pay him $5,000 nine days after Hhe killing waa accomplished. He said he aslced Spellman to help him out and brought his half brother up to talk the mat ter over with Mrs. Mohr. Healis was present at this interview. Spellman was to receive SI,OOO and Brown and Healis $2,000 each. The arrangements for the shooting were carried out in detail, according to the confession. At a designated spot on the Nayatt road Healis stalled the engine of the automobile and Brown and Spellman who had ap proached on motorcycles, crept through the hushes and fired at the occupants of the car. Brown said he shot Dr. Mohr and Spellman wounded Miss Burger. After the shooting Brown and Spellman went ba>ck to ths motorcycles. They threw the revolv ers into a brook near the Rhode Island country club. Shoot "Anybody" Brown declared that Mrs. Mohr told him to be sure to kill the doctor and to kill Miss Burger If he could. His instructions, he said werp to shoot anybody in the tonneau, whether it was Miss Burger or Florence Ormsbv. a maid employed in Dr. Mohr's office. After Spellman and Healis had cor rob.orated Brown's story two police detectives went to Mrs. Mohr's house and brought her to police headquarters where later she was formally placed under arrest. She made a vigorous denial of the negroes' charges and said their confession was "absurd." All of the negroes under arrest said Mrs. Mohr told them she was jealous of Dr. Mohr and also was desirous of getting possession of his estate, which she believed would be denied her if she obtained a divorce. Dr. and Mrs. Mohr were married 12 years ago. Recently Mrs. Mohr In stituted separation proceedings and the doctor brought a counter suit. After the suit was entered Mrs. Mohr said that she did not ask for a divorce as she hoped the causes which prompted her to seek a separation might be removed some time and a reconciliation would he effected.
