The commissioner will have su pervision only over licensure and the enforcement of the law will be In the hands of district attorneys and other officers of the law. The commissioner's mail in regard to the act has been very heavy and it is estimated that at least 40,000 per sons in Pennsylvania are interested either as lenders or borrowers. The plan is for all engaged in the small loan business to file application for a license, which will be issued if a favor able report is made by the agent of the department who examines the busi ness. The fee is to be SSO. Bonds will be required and the licenses will •run until next June 1 and then be renewable for a year. Commissioner Smith expects to issue a number of licenses during the month. Holiday Begins. Governor Brum baugh, who left the city last night for Blair county, will be away during the week end and will not return to Har risburg until July 6 or 7. The Gov ernor plans to take part in the Inde pendence Day celebration in Philadel phia. Announce ment was made last evening of the appointment of Paul N. Furman, of Wayne, Delaware county, as chief of the bureau of statistics and informa tion of the Department of Labor and Industry, Mr. Furman having ta*cn charge of the bureau earlier ln the | day. The announcement was made by Commissioner John Price Jackson Mr. Furman Is a native of Bradford county, but spent most of his life in Philadelphia where he was promi nent in newspaperworlc. and later be came secretary of the Public Educa tion and Pennsylvania Child Labor i associations. Mr. Furman will work out a number of plans to make the bureau one of importance in the State Government. Conference on Tuesday.—Commis sioner Ainey, who left last night for the northeastern part of the State to make some examinations, will return here on Tuesday for a conference with the heads of the bureaus of the Public Service Commission. Mr. Ainey will speak at Scranton on July 4. New (Inspector.—Charles S. Wright son, an expert in textiles living in Philadelphia, was appointed a factory inspector last night. Freeborn Named.—E. P. Freeborn, of Philadelphia, has been named as State Registrar of Vital Statistics in Philadelphia. He succeeds Miss Deardorf. liuller Gets Results. Fisheries Commissioner Buller has received a report from Allentown showing that firms which discharged chemical wastes into the Cedar Creek have been arrested and lined. These cases were personally investigated by Mr. Buller. Juniata Permits. Commissioner Dixon has issued permits for the borough of Juniata to construct sew ers and make plans for a sewage dis posal plant. WITNESSES THINK THAW IRRATIONAL" "Dangerously Mad" 3s Way One Describes Him; Can "Flare Up" Too I New York, July 2.—Justice Hendrick and the jury at Harry K. Thaw's sanity trial had heard most of the State's documentary evidence -when court re convened to-day. Counsel for the State brought their witnesses in the expecta tion of calling the first of them this afternoon. Policemen who arrested Thaw im mediately after he shot Stanford White were among those waiting to testify. The first witness, James M. Barrett, a policeman assigned to the Tenderloin police station on the night Harry Thaw was taken there after the killing of Stanford White, gave testimony in tended by the State to prove that Thaw, while in his cell, was under a delusion that he heard the voices of little girls screaming. "Thaw asked me two or three ttmes," said the witness, " 'Where are those little girls scream ing?' I told him there were no little girls." Thomas F. Lynch, on duty at the police station the same day. said that Thaw had talked to him also about little girls. When told tjiat he was to be deported, Thaw, he said, "flared up in an awful rage." "He threw a bottle through a window," said McFadden, "and shouted They're kidnaping me'!" McFadden thought Thaw's conduct on this occasion was "very irrational." Henri Giroux, one of the immigra tion inspectors who took Thaw from the Jail, corroborated McFndden, add ing that Thaw appeared "dangerously mad."
