Steel was the only stock to show so much as a fractional gain at the outset of to-day's trading, all the other leading shares recording declines. Canadian Pacific was especially weak, soon fall ing two points to 147, its lowest in seven years. U. S. Rubber was the heaviest industrial losing over three points on fairly large offerings. Beth lehem Steel and General Motors wore among the few specialties to show re sistance to the declining tendency. High grade railways and coppers also were lower. June 24.—Officers and passengers of the Scandinavian-Ameri can liner Frederick VIJI, from Scan dinavian porta, said on arrival to-day that four passengers, two cabin and two steerage, were taken off the ship by British authorities at. Stornoway, where the steamer was diverted by the Rritlsh patrol. The reasons given for the removal of th» passengers were that they were apparently of German birth. COMMERCE CHAMBER DOING GREAT WORK Land Several New Industries; Credit Rating System and Other Activities Commended Reports submitted yesterday at the quarterly meeting of the board of directors of the Harrisburg Chamber of Commerce showed that splendid progress has been made in the last four months. Those present yester day were: Henderson Gilbert, president; J. William Bowman, Charles W. Bur nett, William Donaldson, W. B. Mc- Caleb, W. M. Ogelsby, David E. Tracy and George F. Watt. The reports were divided under three heads: Things accomplished; projects under way and new proposi tions, and all of them cover a com prehensive field of activity and indi cate the directors' efforts to confine the functions of the Chamber to be purely a business and result-securing body. The location of the branch office and service station of the Willard I Storage Battery Company and the dis trict sales office of the Overland Auto mobile Company, through the efforts! of the Chamber, are fair examples of | the work being done. Another interesting report was one ' on the operation of the new plan of I censorship of special advertising and j soliciting propositions. In less than ; two months, thirty-nine soliciting and ( advertising propositions have been ! handled and only live approved, and i those for a limited period. Eighteen j were refused outright and in fourteen i cases the Chamber was not requested I to endorse propositions but investi gated them on its own motion for the j benefit of its members. The members i were notified to look out for them through the press and by special bul letin. Credit Rating Successful Two special instances of the Cham ber's service to the city were demon strated by its investigation of the American Rescue Workers which re sulted in the Police Department stop- I ping their soliciting. The Chamber investigated the International Peace j Brotherhood of Boonton, N. J., which is sending solicitors out over the coun- | try and by calling the American Red j Cross' attention to It, has assurance that the Peace Brotherhood will be curbed. The credit rating bureau has, in the last several months saved a i great deal of money to merchants. ! The successful prosecution of illegal auction sales was another item re- | ported. Retain Cunningham Another service being rendered by j the Chamber was the report made that Jesse E. B.
