May 22. —It Is considered that Austria's action in destroying the bridges and cutting telegraph and telephone lines at Pont Caffaro and Codrone can be held to constitute a casus belli, making Italy free to open hostilities without further diplomatic formalities, says a Gaulols dispatch from Turin. Pont Caffaro Is a short distance north of Rlva, the extreme northern point in Austria on Lake Garda. SCHOOLBOYS ATTEMPT TO WRECK PASSENGER TRAIN Special to The Telegraph Stroudsburg, Pa., May 22. —William Devore, 15 years old, and Frank Teleaz, Jr., 12, confessed to-day that they attempted to wreck the Pennsyl vania train which left East Strouds burg Thursday afternoon at 2.26 by placing a heavy rail and several fish plates across the track on a curve two miles below this place. The hoys were on the way to school and decided to look for Jobs as caddies at the Shawnee golf course. At the curve they conceived the idea of de railing the train to see what would happen. According to their confes sion, they expected to plunder victims of the wreck.
