New York, March 4.—Unusual ac-!'
tlvlty in United States Steel at a sub- \
stantial fractional advance was the
prominent feature ot' to-day's early j
trading. Other market leaders, not- j j
ably Union Pficlflc, Canadian Pacific
and Pennsylvania, showed some' hesi
tation. but soon moved forward with
the general list. Specialties also were
conspicuous In the rise. The local .
market derived no encouragement
from London where all international
securities showed heaviness, with se
vere declines in Reading, Eries and
Union Pacific.

"Bring your tree troubles to the

' City Forester Harry J. Mueller sum

to-day in discussing the care and
maintenance of trees and the rela
tion the recently created department
will bear toward the citizen who
considering pruning and trimming.
"To secure the best results obtain
able in street decoration," went on the
forester, "we must have the hearty co
operation of every citizen in the entire
city. This department will endeavor
to advise how and what to plant, who
is competent to do pruning and who is
not. We will attend to the pruning
and general care of your trees free of
expense in regular order as the re
quests come in."
City Forester Mueller than dlscussel
the effect of the municipal control of
trees, of how the same provision prac
tically which applies to the property
owner and the paving in front of his
property, is equally true of the tree.*.
The shade tree is n permanent im

"A man," concluded Mr. Mueller, "niay
plant a shade tree along the treo line
but he does not own it in the sense
that he owns the trees within his prop

else has a right to mutilate or cut
down a street tree for the whole
street would suffer by such action."
