Baltimore and Ohio, whose directors meet to-day to act on the dividend, held steady, de spite the general belief that a lower rate of disbursement will be declared. Bates, vice-chairman of the Commission for Relief in Belgium, 71 Broadway, New York, to-day: "The commission for relief in Bel gium, the officially designated sole agency thrtniKh which food and sup plies may he brought into Belgium, has .iust concluded arrangements with the Post Office Department and with ex press companies whereby anyone tn America may forward foodstuffs for relief in Belgium by parcel post or ex press without cost of transportation to the sender. "The supplies needed are nonperisli able foodstuff; also new blankets and new clothing-. On aecount of the postal laws parcel post packages cannot Ue sent by parcel post "C. O. P.' By fol lowing the instruction of the depart ment, however, the sender may, if he wishes, have his postage refunded.
