At their best prices, leading Issues were about mid | way between the high level in the days which immediately followed re sumption of operations and the abrupt declines which marked the liquidating period of that movement. Much of the week's news was of a constructive character, embracing great ease of money with the turn ol' the year, extension of military opera tions in Steel and Iron; a more en couraging view of the general mer cantile outlook and a decline in for eign exchange to the lowest, quotations since the panic of 190". This last de velopment was a direct outcome ot thecountry's improved foreign trade balanec, December exports exceeding Imports by $110,000,000. The increasing Importance of New York as a financial center was shown by a number of successful underwrlt ings, including the free acceptance of a $15,000,000 Argentine loan and a more moderate issue for British Co lumbia. It is also likely that Ameri can bankers may participate in the flotation of the $50,000,000 French treasury notes offered in London. Of equal significance was the founding of a gold credit at this center by the French government. The investment situation will be put to its real test in the near future, when the St. Paul convertible bond issue will be offered.
