Leader Mann Criticises Ship Registry Delay Special to The Telegraph Washington. D. C., Aug. 27.—Criti cising the government departments for the slowness with which, he said, they were putting into operation the emergency legislation which Congress passed at the outbreak of the Euro pean war, Representative James R. Mann, the Republican House leader, read a telegram received by him from James A. Farrell, president of the United States Steel Corporation, in which the latter pleaded for an imme diate proclamation by the President making effective the ship registry law, passed more than a week ago. Mr. Farrell, in his telegraph, said various ships of his concern, avail able for the oversea trade, were being held In American ports at heavy ex pense for further information from Washington. "The great emergency seems to have been in Congress," said Mr. Mann. "Apparently the departments that deal with these great emergen cies forget the emergency as soon as we have acted. "We appropriated $2,750,000 some weeks ago to bring home American citizens from abroad. I have no dis position to criticise, but I wonder why we cannot get the machinery in mo tion so as actually to take care of tbe people." Mr. FarrelPs telegram said several of the corporation's steamships were loaded or ready for cargo, and that Captain Dollar and other American owners of ships now under foreign flags were in like positions. In reply to the charge of the Re publican leader that the Administra tion had been too slow, White House officials to-day declared the delay had been caused by the House holding up the war risk bill. It was said that James A. Farrell. president of the United States Steel Corporation, one of the firms which will transfer its ships to American registry, has sent word to President Wilson that without war risk the new ship registry law is almost useless. Sulzer Is Boomed For Governor in New York By Associated Press Utica, N. Y., Aug. 27.—The Progres sive State conference started off to-day with every prospect of being a lively affair. A boom for ex-Governor Wil liam Sulzer to head the State ticket promised to become a feature of the meeting. William H. Hotchkiss, for mer superintendent of insurance said that he would not be a candidate for the nomination for governor. The conference decided to recom mend a State ticket from the top to bottom. Colonel Roosevelt did not appear. Almost to the time of the opening the delegates were in doubt whether he would be here. DISTILLERS TO CURB OUTPUT Special to The Telegraph Louisville, Ky., Aug. 27.—Confront ed by an overproduction of about 40,000,000 gallons of whisky, distillers of Kentucky have decided to make very little whisky for the season of 1914-16. McClune, 78 years old, who for twenty-five years conducted a picture framing business at 1822 North Third street, died last night at hta home, 220 Harris street. Mr. McClune was seized with a stroke while attending the Ridge Ave nue Methodist Episcopal Church at Sixth and Herr streets last Sunday and he failed to rally. He was one of the best-known business men in the western end of the city and long had been identfled with the work of the Ridge Avenue Church. He was long An adherent of prohibition And did much to further this causa throughout his life. He was born near Columbia, Pa., and moved from that city to Harrisburg thirty-five years ago. Surviving him are his wife and six children: Mrs. Clayton Shuster, Mrs. Howard M. Grove, Mrs. Elizabeth Duncan, all of this city; Mrs. J. Rob ert Given, of Elizabeth, N. J.; Edward H„ of West Fairview, and John S., of this city. Funeral services will be held from his home Saturday afternoon at 2 o'clock. The Rev. John H. Daugh erty, pastor of Uidge Avenue Metho dist Church, will officiate, assisted by the Rev. Dr. S. C. Swallow, of Camp Hill. Burial will be made in the Har risburg Cemetery. M'ALVAIN FUNERAL SATURDAY Elizabeth McAlvain,, cf 1223 North Cameron street, died Wednesday morning, August 26, at 11.45. She is survived by her husband, James P.
