Foreign and domestic conditions of adverse charac ter contributed to an almost uninter rupted decline in prices this week. The foreign situation as embodied in the Austro-Servian tension and the failure of the Ulster conference caused per sistent selling of our securities In Lon don and on Continental exchanges. Canadian Pacific was weakest of the high-priced international stocks, yield ing severely under steady pressure to the lowest price in years. Baltimore and Ohio issues also fell to low rec ords as a result of foreign offerings, which followed the court decisions ad judging Union Pacific's right to dis tribute its extra dividend, comprised largely of Baltimore and Ohio, Common and Preferred, only to its Common shareholders. Reports of crop impairment, particu larly to Spring wheat and corn, and the latest trend of events at Washington, including the determination of the Sen ate to pass its antitrust legislation, were among the domestic deterrents. Considerable discouragement was shown at the continued delay in the announcement of the Eastern freight rate decision and disappointment was openly expressed at the latest angle— in Connection with the organization of the Federal Reserve Board.
