The morning session wrought no pronounced changes In the representative group, few of which varied more than frac tions. The movement in the special ties continued, however, with further gains In the Issues already mentioned, as well as In Dry Goods, Pfd., which rose almost four points. Rock Island, Pfd., and the collateral bonds joined the common shares In establishing new low records. Sudden activity in Missouri Pacific 4 per cent, bonds and the stock which declined five and 1% points, re spectively, was referable to the pro posed financial readjustment of that property. C., July 7.—ln an effort to wean Secretary Bryan from the Chautauqua circuit with Tyrolean warbles and other artists Representa tive Roberts of Nevada introduced a bill to-day turning over the hall of the House on Friday afternoons to mem bers of the Cabinet and Senators and Representatives who desire to deliver lectures. The resolution provides that the public on such occasions shall be admitted to the galleries at popular prices, the proceeds "to be used for campaign purposes In close districts in behalf of members who are having trouble getting renominated or re elected." P. Sadler, of the Cumberland county court, on June 26 and made public to-day, the Rtverton Consolidated Wa ter company was affirmed in its action in digging up the streets of Camp Hill for the purpose of turning off the water supply of residents who re fused to pay the company an In creased rate. The opinion continues and makes permanent the temporary injunction granted March 27, 1014. restraining officials of the borough of Camp Hill, their agents, or employes from refu:>« ing to grant permits to the water com pany for the purpose of making exca vations so that the water supply ot consumers who refused to pay their water rent could be disconnected. I» the court's ruling several Suprema Court decisions bearing on the ques tion are cited. The opinion to-day made publlo does not bear on the rate question, over which the controversy between the water company and residents arose. It simply fixes the legality of the company's action in digging up the borough's streets when the bor ough officials refused to grant permits to employes'of the company, instruct ed to shut off the supply of water at a number of residences where occu pants refused to pay a rate which they said was unlawful and not ac cording to the contract drawn up be tween the water company and the bor ough officials several years ago. The hearing on the rate question was held here before Judge W. 8. Seibert, of the Perry county bench, and an opinion from him is expected this week. George Fred Williams Resigns So He Can Talk Washington, D. C., July 7.—The ex pected resignation of George Fred Williams, of Massachusetts, from tha office of Minister to Greece and Monte negro was received by Secretary Bry an by cable. The resignation was asked for on Friday by President Wilson on ac count of Mr. Williams' indiscreet utter ances concerning the political situa tion in Albania, but in his cabled communication to ecretary Bryan. Mr, Williams overlooks that fact and with an apparent unconscious display o< humor gives as the, reason for his re tirement that he feels obliged to talk about the Albanian situation and real izes that he flaanot do so while he re mains in the American diplomatic ser vice.
