The Mayor •of NeW York has addressed

the municipal bodiesof that city as well as

to alarm the apprehensions of every Chris
tion and Patriot in the land. He severely
criticised the practice in the large cities of
organizing military conipanies composed
of foreigners; but thought Congress would
do well to abandon, the control of such to
the Governors of the States in which they
were organised. Still, Congress might do
much to keep the material out of the coun
try; which ' contaminates our society, and
fills our prisons and work-houses. He did
not believe the worthy immigrant. would
object to the measure proposed. It would
offend only . unfeeling despots and crimi- '
nide. He next reviewed , the statistics of
pauperism and crime as disclosed by the
last census, and.ssid that the facts rapt's
sentect should induce Congress to provide
the necessary legislation for the protection
of our people.

it right to clog, them, with these abstract
